UNICEF works in some of the world’s toughest places, to reach the world’s most disadvantaged children. To save their lives. To defend their rights. To help them fulfill their potential.
Across 190 countries and territories, we work for every child, everywhere, every day, to build a better world for everyone.
And we never give up.
For every child,
The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favouritism. To the degree that any child has an unequal chance in life – in its social, political, economic, civic and cultural dimensions — her or his rights are violated.
UNICEF Tajikistan is committed to improving the well-being of children and adolescents through effective equity-focused planning, monitoring, and evaluation of its programs. To enhance its capabilities in these areas, the PME unit seeks a consultant with expertise in strategic programme planning, results-based management (RBM), data collection and analysis.
How can you make a difference?
The primary purpose of this consultancy is to provide comprehensive technical support to the Planning, Monitoring, and Evaluation (PME) unit of UNICEF Tajikistan, with the aim of significantly strengthening its planning, monitoring, and reporting processes. The consultancy will focus on several key areas:

Establish a support system to address any issues or challenges faced by users during the transition period. This support system will provide timely assistance and troubleshooting to ensure smooth operation. By supporting the gradual and smooth transition to the FMM, the consultant will help UNICEF Tajikistan enhance its field monitoring processes, improve data accuracy and timeliness, and ultimately strengthen the overall effectiveness of its programs. The successful implementation of the FMM will ensure that crucial information from field monitoring visits is captured systematically and used to inform decision-making and program improvements.
3. Quality assurance on Research, Studies and Evaluations (RSEs). The consultant will support the quality assurance of Terms of Reference (ToRs), inception reports, and final reports for evidence generation activities, including research, studies, and evaluations.
