UNICEF in Vientiane, Lao PDR is looking for a National consultant to support the development of the new NPA for the Prevention and Elimination of Violence against Children and youth consultation for UNICEF Lao PDR Country Program. The duration of this assignment is 8 months, starting as soon as posible and the Consultant shall be home based.
Summary of key functions/accountabilities:
The consultancy contributes to the implementation of the UNICEF Lao PDR Country Programme 2022-2026, contributing to developing and strengthening Child Protection System strengthening, notably Outcome: By 2026, more children are better protected from violence, abuse, neglect, exploitation and harmful practices and benefit from strengthened child protection system, services and improved behaviour, and one output:
• Output 1: by 2026, child protection systems and structures at national and sub-national levels have strengthened frameworks, tools, evidence and data to plan, coordinate, monitor and adequately resource the delivery and expansion of quality child protection and childcare services.
Under the supervision of the Child Protection Specialist, and in close collaboration with the Child Protection Officer, the consultant will have key accountabilities, duties and tasks are as follows:
The consultant will:
• Prepare a summary report based on UNICEF’s existing desk review of policies, data, and evaluations related to violence against children (VAC)
• Support the design and facilitation of central and provincial consultations, including with youth.
• Coordinate and document deep-dive thematic consultations (e.g., online protection, violence in schools, child marriage).
• Draft the NPA, including situation analysis, strategic priorities, and results framework.
• Facilitate validation and revision workshops.
• Translate the final NPA into English.
• Support the finalization and submission of the NPA for government endorsement.
The consultancy will also play a key role in informing UNICEF’s Country Programme 2027-2031 through youth consultations, which will also inform the development of the new NPA on EVAC.

A) Technical Evaluation 70 Points
B) Financial Proposal 30 points
The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 60 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.
The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
