Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women Georgia Country Office (CO) Provides technical support to the state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with national and international commitments, UN Women works on the levels of policies and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls. UN Women puts special emphasis on the work towards gender mainstreaming in good governance reforms and enhancing women’s political participation, ending violence against women, promoting and supporting women’s economic empowerment, and Women, Peace and Security agenda. Along with these key priority areas that constitute UN Women’s mandate, UN Women interventions in Georgia are anchored in the United Nations Sustainable Development Cooperation Framework (UNSDCF) for the years 2021-2025 with the government of Georgia.
UN Women implements Results-Based Management (RBM) to ensure the totality of its work is driven by specific, measurable, attainable, relevant and time-bound Results, while ensuring the effective and efficient use of entrusted resources. Through RBM, UN Women demonstrates a commitment to uphold the highest levels of accountability and transparency in pursuing the achievement of gender equality and the empowerment of all women and girls (UN Women, PLANNING, MONITORING AND REPORTING POLICY, Effective date: 10 October, 2023. Review date: 9 October, 2027).
UN Women, PLANNING, MONITORING AND REPORTING POLICY defines Monitoring as a regular and systematic assessment of performance against planned Results. This includes systematic collection and analysis of information to allow an understanding of UN Women’s performance against the Strategic Plan (SP), Strategic Notes (SN) and Projects, and to take corrective actions, as required, to deliver desired Results. This Monitoring process is focused on a holistic, forward-looking reflection of the SNs and overall performance of the HQ Divisions/Independent Office, ROs and COs to promote agility, responsiveness and strategic foresight to improve implementation and inform future Planning. This enables UN Women to analyse and address potential risks, challenges and opportunities to implement forward-looking actions.
For the purposes of systematizing monitoring processes, including monitoring data collection, across UN Women Georgia CO, UN Women has decided to introduce a special monitoring software, low-code custom application – Zoho Creator (www.zoho.com/creator). This platform was identified after a market review of suitable technical solutions, consultations with FAO counterparts, and analysis of value for money and cost effectiveness. In 2023, UN Women started the development of tailored version of ZOHO Creator and transferred monitoring data from existing Excel-based monitoring tools into Zoho Creator for systematic and continuous monitoring of project data through this application. During this process various functionalities of ZOHO Creator were tested and established in compliance with UN Women monitoring & reporting needs. In 2024, UN Women plans to continue further development of ZOHO Creator custom application and introduce new functionalities and features. Importantly, UN Women plans to launch ZOHO Creator from the first quarter of 2024 in a pilot mode in close coordination with relevant partner organisations/Responsible Parties (RPs).
In order to accomplish the above task, UN Women intends to hire a national consultant to further support development of ZOHO Creator custom application in compliance with UN Women monitoring & reporting requirements.
The consultant will be reporting to Monitoring & Reporting Analyst, and will be supported by Administrative Assistant, who will be the point of contact on the contract and payment issues.
The consultant should provide reports to UN Women, describing works completed. The reporting format will be provided by UN Women. The reports should be submitted by 25th of each month worked.
Duties and Responsibilities
The national consultant will be responsible to:
- In close coordination with UN Women Georgia Country Office team, support further development of Zoho Creator and tailor the application to UN Women ongoing result-tracking needs, ensuring linkages between databases, monitoring information of different projects, where relevant;
- In close coordination with UN Women team, support finalization of the grassroots beneficiary database and development of the database for policy/institutional level beneficiaries;
- Develop Indicator Tracking Dashboards for UN Women Annual Reporting as well as separate projects;
- In close coordination with UN Women, perform monitoring data (capacity building activities, sub-partnerships, employment support, etc.) entry for ongoing projects to ensure that monitoring data from year 2023 through 2024 is reflected in the Zoho Creator;
- Conduct trainings for UN Women relevant partner organisations on using Zoho Creator in their daily result-tracking and monitoring work.
Consultant’s Workplace and Official Travel
This is a home-based consultancy. No travel will be required.

Required Skills and Experience
Education and Certification:
• Master’s degree or equivalent in social sciences, humanities or a related field is required.
• A first-level university degree in combination with four additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- At least two years of progressively responsible work experience in monitoring, reporting and/or evaluation.
- Experience in data monitoring using low-code custom applications (Zoho Creator or similar application) is required.
- Experience in development of tailored low-code custom applications (Zoho Creator or similar application) is required.
- Experience of work specifically with Zoho Creator would be an asset.
- Experience of work with UN agencies in Georgia would be an asset.
Languages:
- Fluency in English and Georgian is required.
