National Consultant to support with the establishment of a Youth Advisory Board

How can you make a difference? 

Scope of Work

The consultant will have the following responsibilities:

Outreach

• Develop the outreach strategy to identify and engage young people from all the 18 Provinces of Angola, including a communication plan to reach a wide and diverse audience.

• Identify partners to support the outreach efforts and conduct engagement activities.

• Hold information sessions and workshops to explain the initiative and encourage participation. Selection

• Propose the selection criteria and methodology.

• Together with UNICEF, analyze the applications of those interested in joining the YAB, conduct interviews and other necessary assessments to select the candidates.

• Ensure the inclusion of young people from different socio-economic backgrounds and regions of the country, as well as young people with disabilities, young people from LGBT communities, young mothers, and rural youth. Training

• Develop and conduct capacity-building for selected members focused on UNICEF programme, YAB’s main responsibilities, and skills important for the role.

• Cover topics such as children’s rights, UNICEF policies, leadership skills, effective communication and teamwork.

• Facilitate integration sessions to strengthen group cohesion and with UNICEF’s sections (Education, Health and Nutrition, Child Protection, Social and Behaviour Change, Communications and Social Policy). Set-up

• Facilitate the discussions and development of YAB’s code of conduct and its members’ roles and responsibilities.

• Develop a workplan for YAB activities.

• Organize consultations with UNICE’s sections on YAB’s structure, workplan, and opportunities of interaction with each other.

To qualify as an advocate for every child you will have… 

  • At least 3 years of practical experience working with young people to develop, deliver, and optimize successful youth participation.
    • Experience supporting consultative processes in particular with children, adolescents and youth.
    • Experience facilitating discussions and conducting capacity-building, especially of young people.
    • Demonstrated ability to work in a multicultural environment, having experience working with groups in vulnerability, such as persons with disabilities, rural youth, refugees, adolescent girls, and youth from LGBTIAQ+ communities.
    • The consultant needs to be based in Angola, with availability to travel internally if necessary.
    • Working with volunteer initiatives is considered an asset.
    • Familiarity with the UN system or NGOs is desirable.
    • Willingness to immediately take up the assignment.
Language Proficiency
• Excellent Portuguese oral and written communication skills. Knowledge of English will be considered as an advantage.

Only shortlisted candidates will be contacted and advance to the next stage of the selection process. 

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
