JOB DETAILS

The consultant will work with UN Women Myanmar under the guidance of the Programme specialist with the UN Women Myanmar team. The consultant will be reporting to the Programme Specialist and will be supported by the Project team, who will be the focal point of contact on the contract and payment issues.

 

Duties and Responsibilities

Deliverables

The consultant will be expected to deliver on three deliverables in accordance with UN Women guidelines as follows:

Deliverable 1: Develop detailed inception report outlining the data collection methodology, data collection plan and timeline for evaluation of the old grantees and mid-term monitoring of the current grantees with the following tasks mentioned below;

  • Conduct a desk review of existing documents and reports provided by grantees and the project team.
  • Design and develop data collection methods, identify the methodology and analysis tools in consultation with UN Women, ensuring a consultative and participatory approach.
  • Develop (a) the evaluation plan for completed projects of former grantees, and (b) the monitoring plan for current grantees.
  • Share the draft inception report with UN Women for review and inputs, then revise and finalize the report.

Deliverable 2: Develop a draft comprehensive report with the following tasks mentioned below;

· Develop the KII/FGD questionnaire and identify participants in close collaboration with the project team and grantees, if needed.

· Conduct data collection with identified lists of participants and activity which identified in the deliverable 1 Data Analysis and findings.

· Conduct evaluations of former grantees to measure project impact and monitor current grantees to assess progress, using both in-person

and remote methods.

 

· Analyze data quantitatively and qualitatively to assess project results, impact, and key findings.

· Draft a comprehensive report on project results, impact stories, and recommendations for future projects.

Deliverable 3: Finalize the report with key findings of the project and recommendations, and do a presentation to UN Women team with the following tasks mentioned below;

  • Conduct debriefing sessions to present draft report on results and key lessons learned.

· Submit final M&E report, incorporating UN Women’s recommendations.

· Present key findings to UN Women and relevant stakeholders.

Based on the specific tasks, the consultant is expected to produce the following deliverables:

20 days ( 29th November 2024) 40% to be paid after the submission and acceptance of deliverable 2
Deliverable 3: Finalize the report.

·Conduct debriefing sessions to present draft report on results and key lessons learned.

·Submit final M&E report, incorporating UN Women’s recommendations.

·Present key findings to UN Women team and relevant stakeholders.

2 days (15th Dec 2024) 40% final payment upon the acceptance of the final deliverable and completion of deliverable 3

Remark: Prior to final payment, the M&E consultant shall submit all data collected during the consultancy including raw data. These shall remain as UN Women property and the consultant is not allowed to share or use any information gathered during the consultancy without the permission of UN Women this includes raw data.

Consultant’s Workplace and Official Travel

This is a home-based consultancy with potential travel to the project areas for monitoring and evaluation (M&E). The M&E will be conducted through both in-person and remote monitoring. The consultant will be paid against satisfactory completion of each deliverable after it has been reviewed and certified by the UN Women’s Programme specialist and in accordance with UN Women policies and regulations. The actual travel related costs will be covered by UN Women.

FUNCTIONAL COMPETENCIES:

  • Strong knowledge and experience related to monitoring and evaluation of the project.
  • Strong in designing in monitoring & evaluation and implementing the data collection methods (surveys, interviews, and focus group discussion, etc.)
  • Strong analytical skills and ability to analyze both quantitatively and qualitatively and thematic analysis.
  • Expertise in comprehensive reporting writing skills on M & E report including the conclusion, recommendation and key lesson learned.
  • Ability to communicate with diversity of groups, with communities and beneficiaries who beneficiated from the project. Understanding of the cultural and contextual while conducting the M & E.
  • Strong knowledge on humanitarian and emergency work in Myanmar

Required Skills and Experience

Qualifications
Education
  • Master’s degree in in social sciences with a focus on peace and conflict studies, international relations, political science, development studies, gender studies or a related field, OR
  • Bachelor’s degree in a relevant academic field and 7 years of relevant work experiences with at least 4 focused on women, peace and humanitarian sector.
Experience
  • At least, minimum 5 years of relevant experience on with M & E perspectives
  • Proven experience working with local CSOs and diverse local communities.
  • Proven M & E experience in developing the questionaries, using of the data analysis tools & comprehensive report writing with ability to present recommendations supported by findings gathered through desk review, interviews, and focus group discussions.
  • Proven experience working experience in conflict setting.
  • Excellent English communication and writing skills; (Samples of previous work will be required.)
