Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

As the specialized UN Agency on gender equality and the empowerment of women, UN Women in Indonesia is also working alongside other UN Agencies to ensure that commitments on gender equality and gender mainstreaming are translated into UN works and programmes to achieve Sustainable Development Goals across the country. UN Women programmes in Indonesia are guided by the Strategy Note 2021-2024, which is aligned with the UN Sustainable Development Cooperation Framework (UNSDCF) signed between the Minister of National Planning and the UN system in the country. In addition to programmatic interventions, UN Women has a triple mandate of normative support, UN coordination, and operational activities. To fulfil this mandate, strategic partnership and coordination with UN Agencies, Government, donors and CSOs on Gender Equality and Women’s Empowerment in the Country is needed.

Background to the WEPs Awards

Aiming to showcase the best practices of these companies and mobilize further action, the first Asia-Pacific WEPs Awards was launched in 2020 by WeEmpowerAsia, a 2019-2022 UN Women programme funded by and in partnership with the European Union that worked to increase the number of women who participate and lead in businesses in the Asia-Pacific. As the only regional awards initiative recognizing private sector action for gender equality aligned to the WEPs, the Awards offer a unique opportunity for organizations to showcase their work in a diverse range of areas relevant to women’s empowerment.

Over three annual cycles from 2020-2022, the Awards generated more than 1,500 applications from over 1,000 participating companies across the Asia-Pacific. More than 300 leaders, business associations, companies, and SMEs have been awarded for their efforts and actions across the key pillars of the WEPs: Leadership, Workplace, Marketplace, Community and Transparency & Reporting. Following the success and visibility of the inaugural 2020 Awards, 2021 and 2022 saw a noticeable increase in applications from large national companies and SMEs, demonstrating the increased awareness and commitment generated among national private sector actors. Since its inception in 2020, companies in Indonesia have demonstrated a strong interest in the awards. More than 200 companies have participated in the national awards, with 220 applications received in 2021, a significant increase over the previous year and the highest number in the region. Furthermore, Indonesian winners were recognized as both champions and runners-up in the Regional Awards. Leaders from both the public and private sectors, including H.E. Sri Mulyani Indrawati, Minister of Finance; HE I Gusti Ayu Bintang Darmawati, Minister of Women’s Empowerment and Child Protection, and renowned business leaders, have attended the past National WEPs Awards Ceremonies in Indonesia.

Beyond the exciting event of the awarding ceremony, the WEPs Awards provides a means for deeper engagement with the wider business ecosystem. Following an internal shortlisting process by UN women, the final awardees are determined by an external panel of expert judges. Each panel is comprised of judges with expertise in business and women’s empowerment coming from diverse backgrounds including academia, government, regulators, civil society, business support organizations, and UN entities. From 2020-2022, more than 120 stakeholders for mobilized for participation and national and regional level judges.

Intended to run as an annual process, the WEPs Awards have proven to be a strong regional platform to recognize companies and business leaders’ exceptional practices, advocate for implementation of the WEPs among diverse private sector organizations, and stimulate deeper action and engagement. The specific objectives of the Asia-Pacific WEPs Awards are to:

  • Encourage and recognize the efforts of companies that promote practices, programs, and actions to create more gender-inclusive business cultures that embrace WEPs in the Asia-Pacific.
  • Produce and showcase best practice examples.
  • Raise awareness of the WEPs and mobilize more private sector companies to sign, commit to, and implement the WEPs within their own business.

Duties and Responsibilities

Reporting to the Programme Manager for Women’s Economic Empowerment and Sustainable Livelihoods, the consultant will undertake the following tasks:

  • Support the overall 2024 WEPs Awards implementation in Indonesia, including being the main focal point for communicating the WEPs Awards process and progress to related parties, including the judges and the national partners.
  • Contribute to the scoring process, liaise with the judges to ensure the judging process runs according to UN Women’s expectations/standards, and ensure the judges send the scores before the judging deadline.
  • Ensure a deeper due diligence process for all shortlisted applications.
  • Ensure the planning and implementation of the National WEPs Awards Ceremony in Indonesia, including collaborating with relevant partners to ensure the successful
  • Implementation of the WEPs Awards 2024.
  • Work closely with the UN Women Indonesia Communication Unit to ensure visibility and awareness regarding implementing the WEPs Awards 2024.
  • Prepare a final report about the overall implementation of the 2024 WEPs Awards in Indonesia.

1 Submission of the activity progress report of the implementation of WEPs Awards in Indonesia, which includes, but is not limited to, the list of applicants, the list of national judges and their profiles, campaign materials of the awards, and report from the information session. 15 July 2024 (20%)
2 Submission of the activity progress report of the implementation of WEPs Awards in Indonesia, including but not limited to the progress of WEPs Awards ceremony preparations, shortlisted applications, basic due diligence for the shortlisted companies, and scoring matrix for judges. 15 August 2024 (30%)
2 Submission of the activity progress report of the implementation of WEPs Awards in Indonesia, including the progress of WEPs Awards ceremony preparations, scored application, in-depth due diligence of the winners, and confirmation from the winners to attend the ceremony. 15 September 2024 (30%)
3 Submission of the final report of the WEPs Awards 2022 implementation in Indonesia, including but not limited to the report of the National WEPs Awards Ceremony. 30 November 2024 (20%)

Required Skills and Experience

Requirement and Qualifications:

  • Min. bachelor’s degree in international relations, Public Administration, Public Policy, Economics, Communications, or other related field;
  • Minimum 2 years of professional work experience in intergovernmental organizations, international organizations, or other non-profit/development sector;
  • Previous experience working in the field of gender equality and women’s empowerment is an asset.
  • Experience with stakeholder engagement, including both private and public organizations.
  • Experience in planning and organizing virtual and in-person events for multistakeholder audiences (primarily private sector)
  • Experience working in public relations and communications and engaging with media partners is an advantage.
  • Fluency (written and spoken) in English and Bahasa Indonesia is required.
