In Indonesia, UN Women works with the government, civil society organizations (CSOs), academia, the media, and the public and private sectors to address national priorities of gender equality and women’s empowerment. Placing the advancement of women’s rights at the centre of our work and aligning with UN Sustainable Development Cooperation Framework (UNSDCF) 2021-2025UN Women Indonesia focuses on (1) Inclusive human development through ending violence and discrimination against women and building women’s leadership to build sustainable peace (2) Advance value-added and transformative economy by supporting women’s economic empowerment (3) Gender-responsive approach to building climate resilience and disaster risk reduction (4) Using innovation and data to leverage gender responsive governance.
The Consultancy is expected to contribute to the Women’s Economic Empowerment thematic area of the UN Women Indonesia Country Office, which focuses on:
1. Gender-responsive entrepreneurship capacity development
2. Strengthening the role of the private sector in a gender-responsive business ecosystem
3. Financing for gender equality and women’s empowerment
4. Advancing women’s economic empowerment in climate action and transition to a green economy.
Duties and Responsibilities
Under the overall guidance and supervision of the Programme Management Specialist/Head of Programmes and coordination with Women’s Economic Empowerment (WEE) as well as other programme team in UN Women Indonesia, the Consultant will undertake the following tasks:
- Provide advisory services related to national economic policies and priorities to the UN Women team to shape strategic interventions and programming on WEE in Indonesia, focusing on the development of new initiatives in climate change/green economy, sustainable finance, care economy, and other emerging economic priorities that are relevant for UN Women Indonesia.
- Strengthen partnership and resource mobilization, particularly to build strategic partnerships with International Finance Institutions, international organizations, research centers, and think tanks and to support the Country Office in developing concept notes and proposals for resource mobilization.
- Provide review, substantive inputs and analysis to ensure the quality of UN Women knowledge products, particularly policy brief, modules and manuals, in line with UN Women’s strategic direction for women’s economic empowerment.
- Provide substantive inputs to the design and implementation of EmPower Phase II in Indonesia.
- Provide substantive inputs and be involved in piloting WEPs 2.0 in Indonesia, including exploring and guiding strategic partnerships with potential partners such as the selected banking/financial institution partner and Otoritas Jasa Keuangan/the Indonesian Financial Authority.
- Support the Programme Management Specialist/Head of Programmes with any other relevant duties as may be assigned in relation to Women’s Economic Empowerment programme, such as care economy and country context analysis (CCA).

Consultant’s Workplace and Official Travel
This Consultancy is home-based and will require travel as requested/approved by the Programme Management Specialist/Head of Programmes.

Functional Competencies:
- Ability to conduct analysis regarding policy and guideline development and advocacy;

Required Skills and Experience
Education and Certification:
Master’s degree in economics, international finance, international relations, development studies, social science or related field. Relevant additional courses/research on women’s economic empowerment, gender equality, financial inclusion, and social inclusion are of added value. Post Graduate degree in economics/development studies will be an advantage.
Experience:
- Minimum 7 years of relevant professional work experience in policy advocacy, programme development, and implementation on economic development. 3 years or more experience of gender equality and social inclusion is an advantage.
- 3 years of experience in providing advisory service/part of consulting team to the Government, International Organizations on green economy and/or sustainable finance is an advantage.
- Experience and affinity working with the private sectors, government, business coalition, research centre and solid understanding/experience of gender-related workplace policies and women-owned Micro, Small and Medium Enterprises (MSMEs).
Knowledge and Skills:
- Strong technical expertise in policy analysis
- Knowledge of Indonesia’s economic policy and national priorities
- Well-versed in current developments on innovative policy-making and able to communicate effectively with government and business sectors.
Languages:
- Fluency in oral and written Indonesian and English is required.
- Excellent technical and analytical writing skills (to be assessed through writing sample)
