Description of the Assignment:  

The initiative Accelerating Carbon Neutrality in the Philippines aims to establish an enabling environment for improved greenhouse gas (GHG) emissions monitoring and reporting and strengthening capacities of the private sector on internalizing GHG emission reduction initiatives and enhancing capacities of BARMM officials and select stakeholders on forest carbon potential and the development of domestic carbon markets.

 

This initiative is driven by the imperative to align with global sustainability targets, including the urgent need to halve global GHG emissions by 2030 and achieve net zero emissions by 2050. With the increasing adoption of net-zero targets by companies worldwide, there is a growing demand for robust GHG measurement and reporting practices to support climate action efforts. The Securities and Exchange Commission (SEC) plays a crucial role in promoting sustainability reporting among PLCs through its updated Sustainability Reporting Guidelines. These guidelines require PLCs to disclose information on GHG emissions, climate-related risks, and other non-financial matters. By strengthening the capacities of PLCs in GHG measurement and reporting, this initiative aims to support the SEC’s efforts in promoting sustainability and fostering a culture of Environmental, Social, and Governance (ESG) consciousness in the corporate sector.

 

However, many PLCs face challenges in effectively measuring and reporting their GHG emissions. Recognizing this gap, this initiative aims to improve the capacities of PLCs in GHG monitoring and reporting. By providing targeted capacity-building programs, training sessions, and ongoing support through SEC, PLCs will enhance their understanding of GHG measurement methodologies, data collection techniques, and reporting requirements. This initiative aligns with national and international efforts to promote sustainability reporting and contribute to climate action goals.

 

This capacity building component complements the Project Accelerating Green and Climate Finance in the Philippines: Nature-based Solutions (AGCF), funded by the Government of Canada which aims to increase private sector investments into gender-responsive nature-based solutions (NBS) for climate resilient technologies, innovations, practices, and approaches. Under Component 4, the AGCF Project actively collaborates with the SEC to update their Sustainability Reporting Guidelines and develop the Sustainability Reporting Roadmap. This collaborative effort prioritizes the seamless integration of essential gender and climate finance data components into the reporting framework. The goal is to facilitate the issuance and successful implementation of these updated guidelines, ensuring a more comprehensive and impactful approach to reporting. Work with the SEC will also include assessing the feasibility of covering micro, small, and medium enterprises (MSMEs) complying with sustainability reporting requirements

 

Period of assignment/services:  35 person days
