ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

 

Under the supervision of the Managing Director of the Directorate of Global Partnerships and External Relations (GLO), the Division of Regional Bureaus and Field Coordination (GLO/RFO) coordinates the field representation and interventions of UNIDO in Member States and regions.

 

Within this context, the Division is responsible for determining programmatic priorities for UNIDO’s services and ensuring that UNIDO responds to the specific needs and requirements of Member States and development partners at the country and regional levels. It facilitates the development of regional strategies and country programming, including Programmes for Country Partnerships – PCPs, and monitors their implementation, in close collaboration with SPP/SSC.

 

The Division encompasses all the UNIDO field offices and the five Regional Bureaus: Africa (GLO/RFO/AFR), also hosting the IDDA III Secretariat; the Arab Region (GLO/RFO/ARB); Asia and the Pacific (GLO/RFO/ASP); Europe and Central Asia (GLO/RFO/EUR); and Latin American and the Caribbean (GLO/RFO/LAC). GLO/RFO provides strategic guidance on the set-up, operation and performance of the field structure with a view to further optimize UNIDO’s field operations, outreach to development partners and Member States, global networks and overall coherence of its service delivery in the context of the reform of the United Nations development system (UNDS) and related reform efforts.

 

The Division also contributes to the development of regional strategies and country programmes, ensuring alignment with key strategic documents of the Organization and the priorities of the Director General, as well as related results-oriented implementation plans.

 

The position is located in the Regional Coordination Bureau, Europe and Central Asia (GLO/RFO/EUR).

 

The Regional Coordination Bureaus are responsible for determining regional strategies and programmatic priorities for UNIDO’s services, and ensuring that UNIDO responds to the specific needs and requirements of Member States.

PROJECT CONTEXT

 

The National CP Coordinator will work under the overall guidance of the Chief of the Regional Bureau,  Europe and Central Asia (GLO/RFO/EUR) and in cooperation with the Competitiveness, Quality and Compliance Unit (TCS/SME/CQC) implementing the Global Quality and Standards Programme (GQSP) – Phase 2, GQSP Georgia: Strengthening pesticide management in the fruits and vegetables value chains. The Coordinator’s duties shall be performed in accordance with the applicable rules and regulations of UNIDO and this Job Description.

The UNIDO Country Programme (CP) for inclusive and sustainable industrial development (ISID) in Georgia 2023-2027 was developed and streamlined following extensive consultations with the Government of Georgia, key national stakeholders and development partners, based on the national priority areas and identified industrial sectors with high growth potential. The Ministry of Economy and Sustainable Development has been acting as a key Government focal point throughout the ongoing coordination process bringing together national stakeholders..

 

The CP aims at leveraging coordinated and scaled-up international development efforts under the following key components:

 

  1. Agribusiness and rural entrepreneurship;
  2. Competitiveness and markets access;
  3. Sustainable energy and sound environmental management.

 

The CP is aligned with the country’s strategic framework and draws upon the United Nations Sustainable Development Cooperation Framework for Georgia 2021-2025, to which UNIDO is a signatory.

 

The CP National Coordinator will focus on the operationalization and implementation of the CP in coordination with the Ministry of Economy and Sustainable Development, the main CP coordinating entity, as well as the line Ministries and other relevant stakeholders. CP National Coordinator will also support the establishment of the National Coordination Body (NCB), bringing together all the line ministries and relevant national stakeholders, which will determine the overall direction of the CP.

 

Furthermore, the role of the CP National Coordinator will be crucial to build on the existing activities in Georgia and further enhance the UNIDO projects portfolio in the country.

 

In particular, the CP National Coordinator will contribute to the implementation of the project ID 220007, Global Quality and Standards Programme (GQSP) – Phase 2, GQSP Georgia: Strengthening pesticide management in the fruits and vegetables value chains.

 

The Global Quality and Standards Programme (GQSP) is a large-scale programme designed to support industries in achieving greater international competitiveness through strengthening their compliance capacity with regard to quality and standards, thus facilitating market access for SMEs and ultimately increasing their exports and integration in value chains.

 

The intervention in Georgia will focus on strengthening pesticide management in the fruits and vegetables value chains by enhancing the technical competence and sustainability of the conformity assessment bodies (laboratories) and enhancing the awareness and capacity of Food Business Operators (FBOs) and MSMEs.

 

The planned interventions will build on the successful results of the GQSP Georgia, Phase I that are largely aimed at strengthening the technical competence of laboratories and will aim at increasing access of MSMEs and FBOs to the related testing activities.

 

FUNCTIONAL RESPONSIBILITIES 

 

The National CP Coordinator works under the supervision of the Chief of the Regional Bureau, Europe and Central Asia to support the implementation of the Country Programme for ISID in Georgia 2023-2027 by ensuring continuous coordination with national stakeholders and partners, supporting CP resource mobilization, monitoring and reporting activities and assisting with communication and awareness raising.

 

The National CP Coordinator also works under the overall guidance and supervision of the Project Manager and in consultations with the Project Team of GQSP Georgia.

MINIMUM ORGANIZATIONAL REQUIREMENTS

 

Education: Advanced university degree in Economics, International Relations, Business Administration, Development Studies or a field relevant to international development assistance.

 

Technical and Functional Experience:

 

    • A minimum of 5 years of practical experience in the field of development, project management, and economics. Experience in the public sector and at the international level, involving technical cooperation in Georgia is an asset.
    • Experience in evaluating the needs, challenges and opportunities in the countries of Europe and Central Asia and specifically Georgia is desirable.
    • Experience in cooperating with government stakeholders, business associations and the private sector, as well as working with UN agencies is desirable.
    • Excellent communication and drafting skills.

 

Language Skills: Fluency in written and spoken English and Georgian is required.
