Organizational Setting
FAO is implementing the project” Development of Self-sustained Culture-based Inland Fisheries to ensure Food and Nutritional Security and Livelihood Improvements in Rural Communities in Sri Lanka” which aims to enhance food and nutritional security, strengthen resilience, and improve livelihoods in rural communities, specifically of fisherfolks in Sri Lanka. Among other activities, the project will upgrade NAQDA Aquaculture Development Centers facilities and establish of four mini hatcheries in Monaragala, Batticaloa, Kurunegala and Mullaitivu Districts
Reporting Lines
She/he will be working under the overall supervision of the FAO Representative in Sri Lanka, and the direct supervision of the Assistant FAO Representative (Programme). She/he will also be required to work closely with the Contract Manager, and the representatives of the National Aquaculture Development Authority (NAQDA).
Technical Focus
He/She will be supporting the preparation of tender dossier, in the name of FAO supervise the works, approve the construction materials used and certify the Bill of Quantities, as specified in the works contract.
Tasks and responsibilities
Under the overall supervision of the FAO Representative in Sri Lanka, and the direct supervision of the Assistant FAO Representative (Programme), the Resident Engineer will be responsible for supporting the preparation of tender dossier, in the name of FAO supervise the works, approve the construction materials used and certify the Bill of Quantities, as specified in the works contract. She/he will also be required to work closely with the Contract Manager, and the representatives of the National Aquaculture Development Authority (NAQDA),
• Compile a Technical Dossier including: BoQs(Bill of Quantities), Technical specifications, Drawings, Work planning, Environmental Impact Assessment for clearance by CSLI.
• Participate in preparation of Invitations to Bid (ITB) including Letter of Invitation and the draft Contract.
• Advise and participate in technical evaluation of bids.
• Schedule and carry out pre-bid meetings for the potential service providers.
• Initiate the Order to Commence for the Contractor.
• Approve the contractor’s work program and material sources.
• Inspect to ensure construction aligns with technical specifications and Contract.
• Clarify and resolve ambiguities in the Contract. Review, verify and explain design details to the Contractor, advise on technical instructions.
• Approve Contractor’s land to be occupied during construction and material to be used.
• Order special tests and authorize removal/substitution of materials as needed.
• Control and appraise the progress of the works, and with approval of the Contract Manager’s and Budget Holders approval, order suspension of works and to authorize, extensions of the period for completion of the works as needed.
• Conduct joint measurements of completed works, perform quantity calculations for payment, and co-sign periodical and final Bill of Quantities
• Advise Contract Manager on Contractor claims, recommending actions, including potential arbitration.
• Identify construction issues and delays, proposing actions to expedite progress if Works fall behind schedule.
• Interpret and apply contractual provisions, specifically addressing Contractor claims for time extensions or extra payments, ensuring Contractor conformance and compliance with contractual obligations.
• Conduct quality control of work performed under the Contract.
• Supervise Contractor employees’ safety and direct Contractor to mitigate hazards affecting safety or the works.
• Maintain a construction diary- log book and site records.
• Perform delegated duties under the Contract Manager’s written authority.
• Visit works site during Defects Liability period, prepare deficiency lists, and monitor corrective works.
• Chair regular monthly and/or ad hoc meetings with the contractor and document minutes.
• Submit brief monthly, quarterly, and periodic reports to management.
• Coordinate with NAQDA Engineer on construction-related and/or District Authority matters.
• Obtain specific Employer approval for subcontracting, certifying additional costs, approving extensions of time, issuing variation orders, and fixing rates or prices
• Evaluate variations, issue variation orders, fix rates for unpriced work, and make recommendations to the Contract Manager.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Professionally qualified, B. Sc. (Bachelor of Science) in Civil Engineering
• More than five years of experience in designing, construction supervision, and contract management field
• Working knowledge of English
• Be a National of Sri Lanka

• Work experience in more than one area of work
• Extent and relevance of experience or knowledge of and in provision of project management in Aquaculture is preferable
• Extent and relevance of experience in supporting national and international meetings, seminars and training courses.
Selection Criteria
• Extent and relevance of experience in one or more of the main areas including natural resource management, fisheries, social science, business management or other related fields
• Extent of experience in project formulation / project management including work planning, budgeting, implementation, reporting and administration.
• Experience in coordinating and liaising with industry, academia, national authorities, UN agencies, donors, intergovernmental organizations, and non-governmental organizations.
• Familiarity with the UN System and /or development sector is an asset
