Description of the Assignment: To enhance the implementation effectiveness of the current EFT scheme, and explore possible policy, legal, and institutional pathways for EFT institutionalization in Malaysia.
- To conduct feasibility assessments and sensitization/engagement sessions with the pilot States to increase buy-in for EFT operationalising framework.
- To develop a customized business case for maintaining annual EFT payments and increasing the quantum of allocation with consideration of gender aspect.
- Review and update data of BIOFIN Methodology and inventory of harmful subsidies
- Review and update data from BIOFIN Phase 1, i.e., Biodiversity Expenditure Review (BER), Finance Need Assessment and Biodiversity Finance Plan and/or Biodiversity Finance Plan (BFP).
- Conduct inventory of subsidies or incentives in Malaysia that are positive and negative to biodiversity and ecosystems.
