Organizational Setting

The UN-REDD Programme is the United Nations collaborative initiative on Reducing Emissions from Deforestation and forest Degradation (REDD ) in developing countries. The Programme was launched in 2008 and builds on the convening role and technical expertise of the Food and Agriculture Organization of the United Nations (FAO), the United Nations Development Programme (UNDP) and the United Nations Environment Programme (UNEP). The UN-REDD Programme assists developing countries to prepare to implement REDD , including the development of National REDD Strategies, following guidance issued by the United Nations Framework Convention on Climate Change (UNFCCC) and the Intergovernmental Panel on Climate Change (IPCC).

As part of the Technical Assistance component of the UN-REDD Programme, and with specific support from the Swiss Government, 2022 saw the launch of the “Climate change mitigation through social forestry actions in ASEAN countries”. The technical assistance (TA) provided by FAO (lead agency) and UNEP aims for the generation of evidence and scaled up social forestry contribution to climate mitigation for a number of countries in the ASEAN region, building on ongoing programmes and lessons learnt from previous work. It is being implemented at the regional level with targeted interventions in three ASEAN countries, namely Cambodia, Indonesia and Lao PDR. The work will be closely coordinated with the ASEAN Secretariat, the ASEAN Working Group on Forest and Climate Change (AWG-FCC), the ASEAN Working Group on Social Forestry (AWG-SF), and ASEAN member states (AMS).

 

Reporting Lines

Under the overall supervision of the FAO Representative in Indonesia and the Senior Forestry Officer/Team Leader, Halting Deforestation, Degradation and Emissions team in FAO HQ, and the direct supervision of the Forestry Officer (REDD ) at the FAO Regional Office for Asia and the Pacific (RAP), in close coordination with the Directorate General of Climate Change and Directorate of Social Forestry and Environment Partnership in Indonesia, ASEAN Secretariat and ASEAN Working Group on Forest and Climate Change (AWG FCC), with technical guidance from the Senior Forestry Officer in RAP, and working in close consultation with the Initiative’s Social Forestry and Nature-based Solutions national specialist, and the ASEAN Social Forestry Initiative team, the National Forestry and Climate Change Specialist will support implementation of activities under the UN-REDD Initiative “Climate change mitigation through social forestry actions in ASEAN”.

 

Technical Focus 

The Specialist will plan and implement project activities with a technical focus on improving climate change outcomes from social forestry activities in Indonesia, coordinating with the main counterparts, including the ASEAN Secretariat, government agencies, and other UN-REDD partners.

 

Tasks and responsibilities

The incumbent supports the operation of the ASEAN Working Group on Forest and Climate Change (AWG-FCC), including interaction between the Climate change mitigation through social forestry actions in ASEAN countries Initiative, ASEAN Secretariat, and partners. Responsibilities include:

•    Support the Lead Country of the AWG-FCC in planning, organizing, monitoring, and reporting of AWG-FCC including for technical activities such as meetings and workshops – budgeting, scheduling, liaising with members, etc.
•    Collect, compile, and analyze data on forestry and climate change, support integration of social forestry in the new National Determined Contributions (NDCs) of ASEAN Member States (AMS), as well as reporting under the Enhanced Transparency Framework (ETF), and digitize forest data including existing social forestry maps to support reporting on programme delivery of UN-REDD Initiative;
•    Promote awareness to AMS on forestry and climate change, including through preparation of knowledge briefs and information on the climate change mitigation through social forestry actions in ASEAN countries website (https://www.un-redd.org/projects/asean-social-forestry)
•    Report on regional level workshops and technical events under the Initiative.
•    Undertake any other relevant tasks assigned by FAO, Directorate General of Climate Change and Directorate General of Social Forestry and Environmental Partnership, Indonesia in the context of the UN-REDD Programme technical assistance.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•    Advanced university degree in forestry, environment, natural resources management and related fields;
•    At least five years of professional experience relating to forestry
•    Working knowledge (level C) of English and Bahasa Indonesian
•    National of Indonesia

Technical/Functional Skills 

•    Proficient in Geographic Information Systems (GIS) and Remote Sensing
•    Knowledgeable about tools for spatial analysis and carbon accounting
•    Knowledgeable in national climate reporting requirements, IPCC guidelines, carbon standards, and GHG inventories.
•    In-depth understanding of REDD , climate change, and forestry concepts and practices
•    Experienced in planning and conducting workshops and meetings, including with ASEAN Secretariat and government agency staff; skilled in planning agendas, drafting, and sending invitations using MS Word and email
•    Experienced in managing project activities, with additional advantage for experience working with government departments
•    Experience working with international organizations is a plus
•    Strong writing, presentation, and communication skills
•    Self-motivated and capable of working with minimal supervision
