Key Responsibilities
The consultancy will start from a desk review on the current legal and policy contexts in Italy on the integration of IPHs and the state of play of the implementation of the National Integration Plan of International Protection Holders (IPHs); this will be finalized with thematic working groups and bilateral meetings with key informants and members of the National Integration Coordination Mechanism. The results of the assessment will then inform specific recommendations for the update of the strategic document.
Specifically, the consultant will:
- Undertake extensive literature review, starting from an overview of the current legal and policy contexts in Italy on the integration of IPHs;
- Undertake an assessment on the implementation of the National Integration Plan of IPHs in Italy by systematizing all findings collected, and engage relevant local, regional and national stakeholders in order to collect additional input if required;
- Identify and convene on a timeline for the consultation phase, as well as support the organization of these meetings and consolidating their results in the draft report;
- Consolidate the results of the assessment of the implementation of the National Integration Plan of IPHs, as well as the consultation phase, in a final document with specific recommendations for the update of the strategic document.
Tangible and measurable output of the work assignment
Deliverable 1 – Draft report consolidating all inputs and lessons learned received by the members of the National Integration Coordinating Mechanism (month 1) – First instalment upon contract signature.
Deliverable 2 – Calendar of bilateral meetings and sub-working thematic groups and key points of discussion per each thematic addressed (month 2).
Deliverable 3 – Final report on the results of the assessment of the implementation of the National Integration Plan of IPHs, as well as the consultation phase, with specific recommendations for the update of the strategic document (month 6) – Executive summary of the final report in English – Second and last instalment upon approval of the Deliverables by the PMT.
- Satisfactory completion of tasks indicated in point ‘Tangible and measurable output of the work assignment’;
- Quality of the deliverables in Italian and English of the analysis of the outputs produced by IOM;
- Timely delivery of outlines and/or drafts as indicated in point ‘Tangible and measurable output of the work assignment’ as well as the final version of all deliverables;
- Compliance with IOM Guidelines;
- Respect IOM’s Data Protection Principles;
- Delivery of any other tasks indicated above.
Required Qualifications
- Master’s degree in Political or Social Sciences, Development studies and International Relations or a related field from an accredited academic institution with five years of relevant experience;
- Ph.D. in Political or Social Sciences, International Relations, or Law will be considered an asset;
- Five years’ work experience on research and/or project development and management, related to migration management, integration and inclusion, employment and social policies, health and access to healthcare, skills and education, human rights;
- Experience with International Organizations, NGOs, Italian Institutions is an advantage;
- In-depth knowledge of socio-economic inclusion aspects of migration, with a particular focus on vulnerable groups;
- Ability to research, interpret information, identify and analyze problems, as well as propose solutions;
- Good knowledge of the Italian legal and institutional framework in the field of Migration is a distinctive advantage;
- Excellent analysis and writing skills;
- Fluency in written and spoken Italian and English.

Implementation Period
From 21 September 2025 to 21 March 2026 (tentative)
- Any offer made to the candidate in relation to this vacancy notice is subject to funding confirmation.
