UNICEF Timor-Leste is seeking for a qualified national/international consultant to support Ministry of Health to develop annual build perinatal death report. The consultant to provide technical assistance to Ministry of Health on analysis of perinatal death, and quality assurance with implementation of MPDSR tools in the regional hospitals.

How can you make a difference? 

Under supervision of the Health Manager, support Ministry of Health to develop annual build perinatal death report. The consultant will provide technical assistance to the Ministry of Health on analysis of perinatal death, and quality assurance with implementation of MPDSR tools in the regional hospitals.

WORK ASSIGNMENT:

1. Support capacity building of health care providers on perinatal audit methodology.

2. Data collection from regional hospitals and municipalities on perinatal death and provide the following:

  • Develop reporting tool
  • Collect data from facilities implementing perinatal death surveillance
  • Coach national partners (MoH and sister UN agencies) on data collection, analysis and feedback
  • Provide feedback to facilities implementing perinatal death surveillance based on submitted data

3.  Provide technical support to MoH to develop annual perinatal death surveillance and response report for 2020 and 2021.

4.  Provide support to national team in preparation to national meeting to present report findings, share experience.

 

DELIVERABLES:

1. Methodology perinatal audit in place.

2.1. Reporting tool in place.

2.2 Data from facility implementing perinatal death surveillance collected.

2.3 National partner knowledgeable on data collection, analysis and provide feedback.

2.4 Feedback provided to the facilities implementing perinatal death surveillance based on submitted data.

3. National perinatal death surveillance Annual report developed.

4.1 Dissemination workshop with MoH and key stake holders, development partners and donors conducted.

4.2 Submission of the final report.

TOR

To qualify as an advocate for every child you will have… 

  • University degree in health/ public Health, maternal, Paediatric Health or other relevant fields
  • At least 5 years of progressive professional experiences in the field of mother, newborn and child health or Public Health

  • Proven 5-year experience of capacity building of health care providers

  • Proven 5-year experience of supportive supervision of MNCH programs implementation

  • At least five-year experience in implementation of activities focused on maternal and perinatal death surveillance and response system

  • Proven experience in technical support to MoH in adaptation and implementation of MCH programs

  • Good command of written English and report writing

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
