Context:
Under the overall supervision of the Head of Sub-Office (HoSO) in Cotabato; with direct administrative supervision of the Head of Satellite Office in Zamboanga City, and with technical supervision provided by the National Migration Health Program Coordinator in Cotabato City; and in close collaboration with the Health Systems Strengthening (HSS) National Migration Health Officer in Cotabato City, the successful candidate is responsible and accountable for ensuring the fulfilment of quality implementation of IOM’s health programming in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The candidate is expected to work closely with the Ministry of Health (MOH) and Integrated Provincial Health Office (IPHO) – BARMM and its local constituents especially in Basilan, Sulu, Tawi-Tawi, and Zamboanga City to strengthen core functions of health systems in the region, integrating mobility lens and in line with IOM standards, policies and commitments. S/he is expected to serve as the team leader for Migration Health Unit in Zamboanga Satellite Office.
Core Functions / Responsibilities:
1. Provide strategic leadership, analysis, and technical inputs, with direct oversight from the National Migration Health Programme Coordinator and in close collaboration with the HSS Program Advisor, on the planning, implementation, and development of HSS projects and activities in line with global standards, national policies, and BARMM health priorities.
2. Provide direct oversight to HSS projects and activities such as but not limited to needs and capacity assessment, technical training, mentoring and feedbacking, and policy development, especially in Basilan, Sulu, and Tawi-Tawi.
3. Contribute to the development and implementation of effective strategies, SOPs and technical tools for HSS activities, including but not limited to strengthening health governance and leadership, mobilizing quality human resources for health, improving health data integrity and utilization, enhancing interoperability of health information systems, capacitating procurement and supply chain management, and establishment / enhancement of MERLA and Continuous Quality Improvement (CQI) mechanisms.
4. Provide technical assistance to government counterparts, CSOs, implementing partners and support the implementation of the planned activities for HSS through continuous guidance, and monitoring.
5. Provide technical guidance, review, recommend, and advocate, in close collaboration with the HSS Program Advisor, contextualized, localized HSS approaches and policies that address the unique challenges of the BARMM.
6. Provide technical support, in collaboration with the Monitoring, Evaluation, Research, Learning, and Adapting (MERLA) Officer, on designing, planning and implementation of MERLA to identify corrective actions and to inform continuous learning and adaptation for HSS programming.
7. Serve as the team leader for the IOM Zamboanga satellite office’s migration health programming to ensure effective resource management, coordination amongst other technical health officers, and mainstreaming of technical advice and guidance from the HSS National Migration Health Officer and National Migration Health Program Coordinator in Cotabato.
8. Contribute to the resource mobilization of IOM’s migration health programming through technical support to the development of concept and project papers in coordination with the National Migration Health Programme Coordinator.
9. Review, analyse HSS indicators, statistics and data, and ensure timely submission of results-based reports and updates in accordance with IOM and donor requirements.
10. Contribute to establishing partnership with government and non-government bodies, and represent IOM at HSS committee and other sector-related meetings including thematic subgroups and technical working groups at the Zamboanga City and Provinces of Basilan, Sulu, and Tawi-Tawi.
11. Ensure the operationalization of the Accountability to Affected Population (AAP) framework and mechanism in coordination with Monitoring and Evaluation (M&E) unit and the integration of Prevention of Sexual Exploitation and Abuse (PSEA) strategies with technical guidance from PSEA Officer.
12. Undertake duty travels in support of the programme and perform other duties as may be assigned.
Required Qualifications and Experience
Education
- Advanced university degree or master’s degree in health policy, healthcare management, nursing, public health, medicine, social sciences, or Health Systems Strengthening-related disciplines from an accredited academic institution; or
- Bachelor’s degree in the above fields with minimum two (2) years of relevant professional experience.
- Relevant accreditation/certification or formal training in areas related to health information, procurement and supply chain management, health financing and governance, and health insurance system is a distinctive asset.
Experience
- Experience in programme support, implementation, monitoring and evaluation, and coordination of public health activities.
- Experience in the public health and/or health sciences sectors; implementation of health systems strengthening, leadership and governance, health information systems, health procurement and financing, and health program insurance system, a distinctive asset.
- Experience in humanitarian or development operations and/or Government Social or Health Services; and
- Experience in liaising with government counterparts, including those in DOH and/or BARMM Ministries.
Skills
- Excellent communication, research and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Offices.
- Strong familiarity with the context of BARMM and surrounding areas, knowledge of the issues and programs related to Health Systems in family Planning at the National and Local (Mindanao) level is highly desirable.
Languages
For this position, fluency in English and Filipino is required (oral and written). Working knowledge in BARMM Languages is desirable.
