Context:

Under the overall supervision of Head of Cotabato Sub-Office and the direct supervision of the Migration Health Programme Coordinator, the successful candidate will be responsible for providing technical oversight and coordination of IOM’s migration health projects in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and its neighbouring areas and especially in thematic area of health promotion and assistance, ensuring compliance with IOM’s policies, standards and commitments.

Core Functions / Responsibilities:

1. Provide technical input and analysis to the Migration Health Coordinator in strategizing initiatives on migration health in Mindanao, especially on strengthening health systems, institutional capacities of government partners on providing inclusive and comprehensive services, and communities’ access to primary health care.

2. Support the Migration Health Coordinator in identifying and formulating priorities of IOM’s migration health programming in Mindanao, integrating global, national, and BARMM’s priorities and considering the specific needs of communities and stakeholders in the Bangsamoro region.

3. Coordinate and direct, with guidance from the Migration Health Coordinator, the local implementation of activities by National Migration Health Officers on Health System Strengthening, Tuberculosis, Family Planning and Adolescent Health, and Global Health Security, ensuring alignment with global standards, national policies and BARMM health priorities.

4. In close coordination with the Migration Health Coordinator, monitor, guide, and provide feedback to the work of National Migration Health Officers, technical consultants (Advisors) and Implementing Partners to mainstream strategic, effective approaches and to promote quality control across technical assistance, services and items delivered to beneficiaries and relevant stakeholders.

5. Provide oversight and guidance to the field coordination with relevant governments, communities and stakeholders to ensure timely and effective implementation of planned activities.

6. Facilitate integration of contextualized, culturally appropriate, and gender-sensitive approaches to the technical assistance, services, and items provided to beneficiaries and relevant stakeholders to address the unique challenges of the BARMM.

7. Provide inputs to the implementation strategies, SOPs, tools and materials developed by the National Migration Health Officers and Implementing Partners, ensuring integration of technical guidance from the Advisors.

8. Monitor the implementation progress of the activities by the National Migration Health Officers, Advisors, and Implementing Partners, alert the Migration Health Coordinators on foreseen challenges including delays, potential threats or risks to programming, and support the execution of measures to address the challenges.

9. Liaise and coordinate with relevant interlocutors (including government line ministries, CSOs, UN agencies and other stakeholders) in relation to Migration Health activities in Mindanao.

10. Provide technical support the Migration Health Coordinator in formulating strategies to improve and develop programme services.

11. Provide timely, quality and consolidated technical inputs to the development of reports, presentations, talking points, and briefings on programme activities based on verified data and information.

12. Support the Migration Health Coordinator in identifying challenges and opportunities for the strengthening and expansion of IOM’s presence and operations and take part in relevant project development efforts to complement or expand existing projects and/or for new project initiatives in related fields.

13. Participate in any events, initiatives, meetings, or other fora that are institutionally and thematically relevant to IOM’s presence and profile.

14. Promote, in close coordination with HSO and Migration Health Coordinator, compliance to IOM Standards of Conduct, policies and procedures for Preventing and Responding to Sexual Exploitation and Abuse, and frameworks on Accountability to Affected Population (AAP), Do-no-Harm and Conflict Sensitivity.

15. Undertake duty travels in support of the programme and perform other duties that may be assigned.

16. Perform other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in Political or Social Science, International Relations, International Development, Migration Studies, Peace and Conflict Studies, Public Administration, or a related field from an accredited academic institution with minimum two years of relevant professional experience; or
  • University degree in the above fields with minimum four years of relevant professional experience.

Experience

  • Experience in managing humanitarian, development and/or peacebuilding programmes and capacity-building activities with the UN, Government and INGOs.
  • Experience in liaising with governmental authorities as well as with national and international institutions.
  • Experience in project development, reporting, management, planning and implementation, research, and policy formulation.

Skills

  • Demonstrated ability to supervise, train and motivate staff in a multicultural team environment.
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
  • Knowledge of UN and bilateral donor programming.

Languages

For this position, fluency in English is required (oral and written).

Working knowledge in any Mindanao languages.
