Jordan is dedicated to realizing Universal Health Coverage (UHC) within the framework of the Sustainable Development Goals (SDGs). The country’s overarching Economic Modernization Vision prioritizes the enhancement of public services, particularly emphasizing the quality of health services and the equitable distribution thereof. Consequently, the Ministry of Health’s Strategic Plan for 2023-2025 has identified strategic goals, emphasizing the promotion of primary healthcare services and the enhancement of service quality and equity across all levels.
A comprehensive situational analysis was conducted by WHO to assess the existence of a National Quality Policy and Strategy in Jordan. It serves as a reflection on the current state of quality and patient safety within the Jordanian healthcare system. It involves a comprehensive situational analysis, including the examination of essential national documents, a review of various data sources to understand the actual performance of the health system, on-site observations at the frontline and facility levels, and the collection of information from focus group discussions.
The situational analysis revealed key priorities including governance and accountability, data standardization and integration, workforce training, adverse event reporting framework, evidence-based practice implementation and patient and community engagement among others.
The purpose of this activity is to provide technical support to MoH on developing a national Quality and Patient Safety {policy/ Strategy guided by the priorities identified in the situation analysis.
The consultant is expected to work both independently and in close communication and coordination with the Health System Team at the Jordan WCO, as well as counterparts at the MOH, in the development, consultation, and finalisation of the following final documents:
  • Guiding multi-stakeholder framework for Quality Improvement in Jordan
  • Quality Improvement Policy and Strategy
Qualifications, experience, skills and languages:
Educational Qualifications:
Qualifications required:
  • Master’s degree in health policy and systems, healthcare quality, or related field
Experience:
  • Minimum 7 years of experience with the science and practical application of quality improvement in different health systems
Skills/Technical skills and knowledge:
  • Health system governance and policy, service delivery management and organisation
  • knowledge translation and facilitation of change in public sector environments to generate consensus across bureaucratic contexts
  • Evidence-informed policymaking
  • Facilitation experience and skills
Languages and levels required:
  • Expert level in English (Read – Write – Speak), Expert level in Arabic (Read-Write- Speak)
