Efficient and proper functioning of the WHO Country Office for Thailand achieved through improved compliance and risk management efforts.
Duties:
Under the overall guidance of the WHO Representative (WR) and the direct supervision of the Administrative Officer (AO), the incumbent shall carry out the following duties:

Under the overall guidance of the WHO Representative (WR) and the direct supervision of the Administrative Officer (AO), the incumbent shall carry out the following duties:
- Analyses office compliance with WHO rules, regulations, and procedures in line with global compliance programmes. Identifies internal constraints which undermine compliance within WCO’s programme and operations, and proposes corrective measures.
- Quality assures administrative processes by reviewing compliance of submissions prior to implementation. Verifies and provides clearance to project proposals. Provides appropriate solutions to issues in programmes and operations, grounded in policy compliance and geared towards responsiveness of business needs.
- Develops and maintains standard operational procedures (SOPs) and checklists for effective support and service delivery to the technical programmes in the WCO.
- Present on a scheduled basis to head of the WHO office and senior management the analyses, reports, and results of the systematic assessments of risks and issues of non-compliance in the country office with actionable recommendations. This includes reporting on the managerial Key Performance Indicators (KPIs) and actions to rectify any KPIs not meeting established targets.
- Maintains and updates the risk management registers/tools and ensures that appropriate risk management/mitigation measures are being implemented.
- Promote a country-office culture of risk awareness, accountability and compliance in programme and administration through education, training, and knowledge generation.
- Support the head of the WHO office to implement audit recommendations and follow up on open findings and recommendations.
- Perform other related duties as required.

- A university degree (bachelor’s) in Administration, Public Administration, Finance or related field.
Experience

- Minimum of two (2) years of relevant work experience (general management, oversight and/or implementing internal control or accountability frameworks and related monitoring processes and systems in complex public and private-sector organizations)..
Skills:
- Implementation and/or monitoring of accountability frameworks in WHO or other United Nations or international, public-sector organizations.
- Quality assurance and compliance monitoring.
- Implementation of risk management and/or compliance tools or systems for international organizations.
- Verbal and written communication, and training skills.
- Ability to maintain excellent interpersonal working relations.
- Ability to extract and analyse all relevant types of evidence and to draw reasonable inferences and conclusions.
