Supervised by the Health Information Lead and under the overall guidance of the Incident Manager and working closely with counterparts at the respective Regional Office and HQ, the incumbent will act as the subject matter expert for health service monitoring within the health information team.

S/he will be tasked with systematic design, adaptation, and implementation of routine and ad hoc health services monitoring and provide the incident management system, and in support to the Ministry of Health (MOH) and partners within the health cluster and under the guidance of the WHO EURO Regional Office and HQ. S/he will provide technical support to the Ministry of Health of Ukraine and National Health Service of Ukraine in the area of monitoring of health care service availability for essential service packages and conduct ad hoc assessment in priority areas that are affected by the ongoing military offensive in the east and southern part of the country.

Duties: 

The incumbent will assume the following responsibilities and achieve the following objectives:

  • Provide technical support to the Ministry of Health (MoH) and Incident Management team in strengthening monitoring of health resources and service availability:
  • Coordinate periodic monitoring of health resources and essential service availability at different level of care, at primary and specialised care level;
  • Support development and/or revision of national guidelines and training programs for standard tools for monitoring of health care service availability;
  • Ensure global   tools are adapted to the local context in line with the national healthcare reform and service packages.
  • Support the Ministry of Health and WHO and other partners to develop plan to address the critical gaps: 
  • Facilitate interpretation of health resource and essential health service monitoring results;
  • Support preparation of impact assessment report for priority service package as requested by MOH, NHSU, WHO and other partners;
  • Produce period situation analysis based on available data sources on service availability, collaborate with health information team and conduct triangulated situation analysis;
  • Together with other members    of the emergency management team and health cluster partners, coordinate health facility assessments and ensure interoperability of result and minimize duplication;
  • Provide input to health service recovery plan and support monitoring of implementation progress;
  • Contribute to capacity building of relevant stakeholders for monitoring of health resources and essential service availability at different level of are and health system administration;
  • Conduct other related tasks.

Education Qualifications:

Essential:

  • University degree (Bachelor) in medicine, healthcare management, public health or related area. Additional academic specialization in health systems, or equivalent professional qualification.

Experience:

Essential:

  • At least two years of relevant work experience in design, management and interpretation of health- related data.

Skills: 

  • Sound knowledge design, management, and interpretation of health-related data; Sound knowledge of health service assessment; Good understanding of national health system of Ukraine and health services at different level of care.

Language Skills:

Essential:

  • Expert knowledge of English and Ukrainian.
