OBJECTIVES OF THE PROGRAMME

 

WHO Country Office of Myanmar, led by the WHO Representative, provides technical and financial assistance to the Ministry of Health and other key implementing partners to ensure the health and wellbeing of the people in Myanmar through public health approaches and emergency preparedness and response. WHO’s national and international staff provide support for technical assistance, capacity building, advocacy, policy development, standards and guidelines as well as service provision. The position provides support on the prevention of and response to sexual exploitation abuse and harassment (PRSEAH) in the WHO premises and by the implementing partners with whom WHO is working with.

 

 

 

 

DESCRIPTION OF DUTIES

 

Under the supervision of the Team Leader (RMNCAH)and overall guidance of WHO Representative to Myanmar, the incumbent will perform following duties:

 

A. Support to Head of Country Office (HWCO) for PRSEAH

 

1. Support the WHO country representative and programme and emergency leaders on matters and activities related to PRSEAH, keeping them updated on SEAH requirements and sourcing support from the regional or global levels as needed.

 

2. Coordinate with the Regional Office to implement the Regional Plan on PRSEAH, within the border framework of WHO’s work on the same.

 

3. Act as the focal point for assessment of SEAH risk in the country, and work with relevant colleagues to develop and monitor risk mitigation plans.

 

4. Support programme and response leaders implement the 10 core in-county PRSEAH activities as per PRSM 3-year strategic plan

 

5. Support the HWCO or her/his delegate to complete the SEAH compliance activities and incident management system

 

6. Introduce WHO policies and procedures related PRSM to all the newly recruited staff and periodic update of other staff/non staff

 

B. Coordination with the interagency PSEA network and other UN entities

 

7. Act as the working-level officer in-country for SEAH in the interagency PSEAH network ensuring communication and coordination between them and WHO

 

8. Ensure WHO fulfils the interagency requirements for PSEAH and contribute to joint work such as community engagement, community-based complaints mechanisms, support for joint missions, etc., and bring any gaps to the attention of the HWCO.

 

C. Victim and survivor services

9. Work with programme and administrative colleagues in WHO, and in collaboration with the Interagency PSEAH network to map victim and survivor services in-country and highlight gaps

 

10. Be available to receive SEAH complaints, concerns and allegations from victims and survivors, bystanders or witnesses in a safe and confidential manner to be shared only with WHO’s investigation services, and ensure all victims and survivors are referred to the services they need

 

D. Learning and development

 

11. Document and share lessons learnt and participate in learning activities in the WHO global PRSEAH network

 

12. Facilitate briefing and training on PRSEAH of the WHO workforce and implementing partners

 

13. Participate in continuous learning programme that includes

 

a. attending monthly PRSEAH Network meetings that provides a learning forum to learn from each other as well as from experts

 

b. participating and when required acting as resource persons for PRSEAH webinars scheduled for all WHO personnel

 

c. Completing all the mandatory and other trainings on PRSEAH

 

i. SEAH risk and use of the WHO risk assessment tool (run by the Compliance and risk management Unit).

 

  1. ii. Receiving SEAH complaints (Run by IOS)

iii. Victim and survivor-centred approach

 

14. Perform any other related tasks as required.

 

15. Submit an end of assignment report (mandatory)

 

 

 

 

REQUIRED QUALIFICATIONS

 

 

 

 

Education

 

Essential: A university degree in medicine, social sciences, gender, law, human rights, international development, international relations, public health or other development-related fields

 

Desirable: Specialized training in PRSEAH, gender, human rights, gender, or gender-based violence

 

 

 

 

Experience

 

Essential: At least one year of relevant experience in programme management related to sexual exploitation and abuse, sexual harassment, gender-based violence, staff misconduct and discipline, gender mainstreaming and/or humanitarian affairs

 

Desirable: Previous experience with UN agencies and INGO’s will be an asset

REMUNERATION

 

Remuneration comprises an annual base salary starting at USD 26,545 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
