Context and reporting line:

 

Under the Peace, Recovery and Solutions Division (PRSD), IOM implements an integrated Rehabilitation, Reconciliation, and Reintegration (RRR) approach to support internally displaced persons (IDPs) and returnees in achieving safe, dignified, and sustainable solutions. The RRR unit seeks to expand its social cohesion portfolio, through context-specific and individualized interventions, to ameliorate service provision and contribute to sustainable reintegration outcomes while consistently upholding the principles of do no harm, and conflict sensitivity.

 

Under the overall supervision of the Head, Peace, Recovery and Solutions Division and the direct supervision of the Programme Officer (Return and Reintegration), the successful candidate will perform the following functions.

Core Functions / Responsibilities

 

  1. Provide technical support to the assessment, design, implementation, and inspection of communities and peace-building-oriented initiatives, helping to ensure that proposed technical solutions respond directly to identified community needs and contribute to social cohesion, trust-building, and stabilization objectives.
  2. Support the RRR unit in identifying, analyzing, and prioritizing community needs through participation in community consultations, participatory needs assessments, social cohesion‑informed planning processes, and coordination with community members, volunteering groups, community leaders, civil society organizations, and local authorities, providing technical inputs to inform feasible and context‑appropriate responses.

 

  1. Contribute to translating assessed community needs and social cohesion priorities into appropriate technical response designs, supporting and facilitating that inclusion, accessibility, conflict sensitivity, and do‑no‑harm principles are reflected in proposed solutions.
  2. Support project development and planning by preparing preliminary design or reviewing technical specifications, in coordination with relevant technical units where applicable.
  3. Provide technical drawings, sketches, and clarifications, where necessary, to support accurate implementation where existing documentation is insufficient or requires adaptation to local contexts, especially for community-driven or peace-building-oriented activities.
  4. Monitor technical works implemented under social cohesion, verifying compliance with approved designs, specifications, quality requirements, timelines, and budgets with particular attention to safety, durability, community acceptance, and appropriate use of resources.
  5. Conduct regular site visits to verify progress against agreed milestones, engage with community representatives and implementing partners on technical aspects, and draft regular progress reports.
  6. Identify technical risks, implementation challenges, or quality concerns during execution that may affect community ownership, conflict sensitivity, or sustainability, and propose practical corrective measures in coordination with other relevant units, program teams, field staff, and relevant technical focal points.
  7. Contribute technical inputs to monitoring and reporting processes, including progress reports, highlighting achievements, delays, quality concerns, and any issues related to budgetary or other procedures.
  8. Support coordination with relevant implementing stakeholders, community representatives, local authorities, and internal IOM units to facilitate smooth implementation and address Field‑level technical issues, ensuring clear delineation of roles and responsibilities.
  9. Perform other tasks assigned by the direct supervisor, in support of program objectives.
