Background
The United Nations Office on Drugs and Crime (UNODC) is a global leader in the fight against illicit drugs and international crime, including terrorism. It is a leading provider of specialized assistance to Governments for addressing the legal, criminal justice, and rule of law aspects of counter-narcotics, crime prevention, and counter-terrorism. It operates in all regions of the world through an extensive network of field offices. The UNODC Programme Office in the Philippines seeks to recruit a National Programme Officer (NPO) who will support the implementation of activities in the Philippines in the area of countering cybercrime. Under the overall guidance of the UNODC Regional Counter-Cybercrime Coordinator for Southeast Asia and the Pacific in Thailand, the incumbent will perform his/her duty. His/her second reporting officer is the Country Manager for the UNODC Philippines. Where possible, NPO will also receive and act on requests for assistance from other UNODC initiatives having activities in the Philippines. The National Programme Officer works in close collaboration with staff in UNODC’s relevant Programme Office(s), the Regional Office for Southeast Asia and the Pacific, and Headquarters as required, to provide substantive expertise, achieve programme coordination, local expert opinion, timely reporting, and undertake the organization of activities.
Duties and Responsibilities
The incumbent will fulfill the functions of National Programme Officer (Cybercrime) for UNODC activities in the Philippines and provide support, as needed, to other initiatives implemented in that country. Specifically, the incumbent will fulfill the following tasks:
Programme Implementation:
- Support the development of activities in key areas related to combatting cybercrime, as described in the programmes’ workplan and financial contribution agreements;
- Ensure effective management and logistical support; Support coordination with government counterparts;
- Provide support and advice to the cybercrime team and the UNODC Officer leading the Programme Office in the Philippines;
- Assist the Programme Manager to develop a Monitoring and evaluation framework for Global Programme on Cybercrime projects in the Philippines.
Programme Management Support:
- Assist with the management, administration and supervision of UNODC assets and resources in line with UN rules, regulations and procedures under the delegated authority of the first reporting officer;
- Assist with the preparation and updating of work plans and ensure that implementation is consistent with the provisions of programme documents;
- Conduct effective planning, implementation and monitoring of work plans, logical frameworks, and financial and budgetary documents;
- Take responsibility for the financial and administrative management of activities in the field assigned to him/her;
- Assist with the design and with formulating programme extensions and supplementary activities in the thematic areas assigned, thus translating UNODC’s priorities into local needs;
- Coordinate implementation of activities with executing agencies;
- Introduce and monitor performance indicators, success criteria, milestones, and cost recovery; • Conduct a continuous financial and substantive monitoring of programmes’ activities, identify operational and financial challenges and develop solutions;
- Prepare, consolidate, review, and ensure the quality of different reports in close consultation with the other members of the cybercrime team.
Coordination and Communication:
- Coordinate and liaise with UNODC staff, government officials, (foreign) law enforcement personnel, national non-governmental actors and members of the business community at the technical level to facilitate implementation and to create opportunities for collaboration;
- Ensure regular communication with counterparts in charge of programme implementation;
- Create and maintain a network of focal points and contacts with law enforcement agencies to ensure smooth implementation of the programme and effective lines of communication between these agencies and UNODC;
- Ensure communication and coordination with international partners providing technical support in areas relevant to the programme;
- Develop and facilitate implementation of advocacy and communication plans,
Advisory services and knowledge-building:
- Identify sources of information to apply best practices related to the programmes’ goals;
- Analyse information to generate strategic intelligence products;
- Identify knowledge gaps within government agencies and collaborate with Cybercrime Management to bridge those gaps (e.g. by organizing advanced counter-cybercrime training workshops);
- Contribute to knowledge networks and communities of practice;
- Organize training, seminars and public forums,
Other Related Functions:
- Perform other duties to support project implementation as advised by the Regional Programme Coordinator, such as regularly visiting of cybercrime and digital forensics laboratories for monitoring purposes and the supervision of training results.
Required Skills and Experience
Education:
- An advanced University degree (Doctor or Master’s degree or equivalent) in IT, Cybersecurity, Law, International relations, Criminology, Criminal Justice, Political Science, Security Studies, or Business Administration or related field is required.
- A first-level university degree in similar fields mentioned above in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university.
Experience:
- A minimum of 6 years (with a Doctor’s degree) or 10 years (Master’s degree holder) of progressively responsible experience at the national or international level in criminal justice, cybersecurity or cybercrime is required;
- Hands-on experience in implementing technical assistance projects related to cybercrime, including monitoring, reporting and evaluation is required;
- Direct, hands-on experience with project beneficiaries and local government authorities is required.
- Experience in training and event facilitation is desirable.
- Experience in liaising with mid- to high-level government officials is desirable.
- Previous work experience with the United Nations or a similar international organization is desirable.
