The ILO Country Office of Addis Ababa covers five Eastern African countries namely, Ethiopia, Djibouti, Somalia, Sudan and South Sudan. The Country Office provides support to its constituents through developing a national framework programme called Decent work Country Programme (DWCP) that addresses country priorities identified by constituents in collaboration with ILO Country Office. As one of the countries covered by the CO-Addis Ababa, the constituents in Somalia prepared with the support of the ILO the DWCP for Somalia (2023-2025).
The DWCP Output 1.3 for Somalia – 1.3 National policies and programs for conflict prevention, disaster risk reduction and recovery strategies include gender-responsive evidence-based decent work employment programmes that reflect climate-resilience policy that promote climate-smart practices guided by just transition measures and that are developed in consultation with social partners is aligned with The Federal Government of Somalia’s National Development Plan (NDP 2020-2024); Somalia’s Strategic Plan 2023-2028 on Resilience in Environmental Management and Climate Change, Adaptation for Sustainable Development; and the UN Sustainable Development Cooperation Framework, UNSDCF 2021-2025.
Through the RBSA initiative – Somali constituents have increased capacity to facilitate just transitions towards environmentally sustainable economies and societies for all, the ILO intends to support the ILO constituents and other stakeholders in Somalia in addressing the pervasive problem of deforestation and land degradation through afforestation and reforestation programs; transitioning to the renewable energy sector and replacing the use of charcoal and firewood with clean energy to make sure the working environment is safe and healthy throughout the transition period.
To facilitate the implementation of the RBSA initiative, the ILO CO-Addis Ababa is seeking to hire a national programme officer (NOA), who will be based in Mogadishu, Somalia, and closely liaise with ILO constituents and the UN Country Team. The process is subject to the availability of funds.
The position works under the supervision of the Director of the Country Office-Addis Ababa to provide programmatic, administrative, research and analysis assistance in this capacity.
The National Programme Officer will involve in providing programmatic, administrative, research and analysis assistance in this capacity. He/She will also work in collaboration with the ILO Team in Mogadishu and the Programme staff of the CO-Addis Ababa; receive technical support from Specialists on Workers’ Activities, Employers Activities, Blue Economy and Green Jobs, Labour Administration and Social Dialogue, and Gender; and undertake the following duties.
First-level university degree in social sciences, preferably in environmental studies or a related field relevant to the position.
At least two years of professional experience in an international development setting particularly in programmatic work.
Excellent command of English and very good knowledge of the local language.
