National Programme Officer (NP1)

Background:

Under the direct supervision of Human Dimension Officer, who is primarily responsible for the general areas of the enhancement of security in the human dimension and promotion of non-discrimination, the incumbent serves as a national officer on human rights, gender equality, combating gender-based violence and other forms of abuse and exploitation and assists the Human Dimension Officer (HDO) and Programme Manager (PM) with planning and implementing projects in these fields.

Tasks and Responsibilities:

Providing advice on human rights, gender-based violence and other forms of abuse and exploitation, gender equality:
– Conducting research and analysis, providing advice, consultation and recommendations in the areas of human rights, gender-based violence and other forms of abuse and exploitation, gender equality;
– Preparing written memoranda, briefings, and comments on legal and policy matters in the fields of human rights, gender-based violence and other forms of abuse and exploitation, gender equality, including noting any areas for amendment in the laws and regulations;
– Preparing findings and recommendations on human rights, gender-based violence and other forms of abuse and exploitation, gender equality;

Serving as a project officer in the development, implementation, monitoring, and supervision of projects on both banks of the Dniester/Nistru River related to the assigned areas:
– Proposing activities and projects in the areas of human rights, gender-based violence and other forms of abuse and exploitation, gender equality, in order to further develop the reform of these fields in Moldova;
– Conducting meetings with potential Implementing Partners (IPs) and other relevant stakeholder for implementation of the Mission’s projects;
– Preparing Terms of Reference (ToRs) for experts and events;
– Co-ordinating all procurement issues with Fund Administration Unit with the support of the HuR (Senior) Programme Assistant;
– Reviewing all Intermediary and Final Narrative Reports from partners;

Maintaining contacts with governmental officials, CSOs and international organization:
– Maintaining contacts with relevant authorities, civil society representatives, and international organizations on developments in human rights, combating trafficking in human beings, gender-based violence, gender equality on both banks of the Dniester/Nistru River;
– Preparing and finalizing technical co-ordination meetings minutes of meetings related to human rights, gender-based violence and other forms of abuse and exploitation, gender equality;

Performs other duties as required.

Necessary Qualifications:

  • University degree in law, political science, human rights, social science, gender and related subjects;
  • Minimum two (2) years of relevant professional experience;
  • Computer literate with practical experience with Microsoft applications;
  • Holding a valid driving license;
  • Excellent written and spoken communication skills in English, Romanian and Russian;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration, subject to social security deduction is EUR 2278,50*. OSCE salaries are exempt from taxation in Moldova. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

*Salary Scale is valid until 31 December 2024. Further extensions will be subject to the availability of funds.

Please note that for this position the OSCE does not reimburse expenses such as travel in connection with interviews, tests, visas and relocation.

 

Please be aware that the OSCE does not request payment at any stage of the application and review process.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
