Under the direct supervision of the Senior Human Dimension Officer and the general supervision of the Head of Programme Office the incumbent serves in the Human Dimension (HD). 

The Human Dimension is focusing on the development of civil society, rule of law, the election system, combating trafficking in human beings as well as freedom of the media and rights of persons belonging to national minorities. 

Regional projects in the Human Dimension may include assistance in arranging OSCE regional events, visits to the area by OSCE delegations, or other events with OSCE participation. The Office shall facilitate contacts and develop relationships between the authorities, civil society and academic institutions of Kazakhstan on the one hand and the Chairmanship-in-Office and relevant OSCE executive structures on the other, as well as maintain contacts with the central and local authorities, civil society organizations and academic institutions of Kazakhstan and concerned international organizations.

Tasks and Responsibilities:

Under the overall supervision of the Senior Human Dimension Officer, the successful candidate will be tasked with the following duties:

1. Assisting the Human Dimension (HD) to implement the HD programmatic activities: 

  • Developing project concepts and drafting project proposals based upon the Office mandate and the host country’s strategies and priorities;
  • Managing the actual implementation of the assigned projects as defined by the adopted HD project proposals; 
  • Contributing to the project monitoring and evaluation by providing verified data and information, preparing records, documents and working plans; 
  • Identifying opportunities for developing new partnerships and projects.
  • Maintaining contacts with all relevant stakeholders in the country

2. Contributing to the Office analytical, reporting and research work:

  • Drafting or contributing to and/or otherwise compiling notes, background papers, talking points, speeches, and other correspondence for the benefit of the Head of Programme Office, Deputy Head of Programme Office, Senior Human Dimension Officer and the OSCE Secretariat and institutions;
  • Drafting internal reports, including daily, weekly, activity and background reports, according to OSCE rules and regulations;
  • Conducting research and preparing analytical reports and papers on important matters related to political developments of the Mission mandated policy areas;
  • Establishing and maintaining contacts with external stakeholders, in particular with political, , religious and community representatives, as well as with governmental institutions, political parties, think tanks, civil society organizations and media in Kazakhstan;
  • Maintaining relationships with local and international NGOs, international organizations and other relevant international actors;
  • Acting as focal point for assigned by HD Officer topics; maintaining contacts with media outlets, journalists and diplomatic and international organizations located in Kazakhstan;
  • Assisting in the Mission’s public outreach in order to ensure proper communication with the public, while respecting policy guidelines from the Secretariat and the OSCE Permanent Council;

3. Overseeing logistical, financial, and administrative details related to the programmatic activities

  •  Preparing a plan for project implementation and overseeing all aspects of event preparation; 
  • Coordinating OSCE activities with regard to the working groups and facilitating meetings of the working groups; Coordinating budget expenditures and procurement processes with FAU and relevant personnel. 

4. Performs other duties as required.

Necessary Qualifications:

  • University degree in political or social sciences, international or public law, international affairs or similar subjects.
  • At least two years practical experience in the fields of human rights and fundamental freedoms, governmental or civil society fields protecting or defending human rights and fundamental freedoms, with experience in programme implementation and budgetary planning. 
  • Excellent written and spoken communication skills in English, Kazakh and Russian languages;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration is EUR 2,072. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale.

Please note that for this position the OSCE does not reimburse expenses such as travel in connection with interviews, tests, visas and relocation.

 

Please be aware that the OSCE does not request payment at any stage of the application and review process.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
