Context/Reporting line:
Since 2019, IOM Iraq has been providing technical support to institutions and civil society to develop and implement various forms of transitional justice initiatives, with focus on reparations and memorialization in line with best practices and international standards.
The focus of IOM efforts has been development and implementation of the official transitional justice policy aimed at redressing victims of ISIS genocide against Yazidi and other minorities – The Yazidi Survivors Law (YSL). The YSL is a pivotal transitional justice measure for addressing the legacy of mass atrocities committed by ISIS against Yazidi and other minorities, including survivors of conflict-related sexual violence (CRSV) and children. The Yazidi Survivors’ Law provides official recognition to victims of genocide and other grave violations of international law and stipulates a wide range of state-sponsored reparation measures, including compensation, health services, legal aid, support in livelihood and employment and housing. IOM is a main technical partner of the government body in charge for implementing body YSL, the Directorate for Survivors Affairs (Directorate), established under Ministry of Labour and Social Affairs (MOLSA).
Beside implementation of YSL, IOM supports institutions and civil society actors, including survivors networks, in deliberations on amending existing or introducing new transitional justice policies, with focus on strengthening guarantees of non-repetition of crimes in Sinjar and other affected areas.
Under the overall supervision of the Head, Peacebuilding and Stabilization Division, the administrative supervision of the Head of Sub Office (HoSO) and the direct supervision of the Reparations Officer, the successful incumbent will provide technical and operational support of IOM’s Transitional Justice Program. as below:
Core Functions / Responsibilities
- Support the Transitional Justice Unit in providing strategic orientation to IOM’s work on transitional justice and reparations in Iraq, and help IOM’s engagement is responsive to new developments.
- Support Transitional Justice Unit in mainstreaming Transitional Justice approaches within Peacebuilding and Stabilization Division, and across all divisions of IOM Iraq.
- Support the Transitional Justice Unit in liaising with the Directorate for Survivors Affairs, and others institutions of federal and KRI government, in designing, planning and implementing technical assistance to these institutions.
- Monitor and analyse relevant transitional justice national policy frameworks and government initiatives, and provide recommendations on IOM engagement withing these initiatives.
- Support implementation of projects and actions aimed at promotion and advocacy for inclusive transitional justice and reconciliation in Iraq, including project and budget monitoring and evaluation;
- Develop awareness raising tools, training materials, and manuals for survivors, civil society partners, and government officials.
- Provide operational and technical support to training courses, workshops, study tours, and other events/activities to strengthen the capacity of survivors, civil society partners, and government counterparts.
- Promote and facilitate gender and protection mainstreaming within all project activities.
- Undertake duty travel as required.
- Perform any of duties as may be assigned.
