The National Project Coordinator will be ensuring that the following deliverables are submitted to UNEP-CCC: – Progress report on status of project finalization, specifically identifying any delays or opportunities in finalizing the project work, key outputs delivered, and plans to disseminate outcomes/outputs with relevant ministries of Government of Bangladesh and Development Partners. – Agendas, invitations, speaker briefs and reports on events, trainings, and workshops, only if relevant. – Meeting summaries of key consultations and stakeholder engagement events, only if relevant. – Final Project report on support provided to NTI final project report and summary of key outputs of the project, as well as recommendations on further actions to facilitate the implementation of outputs and recommendations of project.

Duties and Responsibilities
The project entitled “NDC Action – Facilitating implementation of climate-resilient and low-carbon development aligned with national and global goals” is implemented in Mongolia by United Nations Environment Programme (UNEP) and the UNEP Copenhagen Climate Centre (UNEP-CCC) in close collaboration with identified national institutions. To achieve the adaptation and mitigation goals of the Nationally-Determined Contributions (NDCs), countries need to translate their broad NDCs into specific policies, programmes and financing plans for actions identified to achieve NDC goals. NDCs typically list these actions, but the descriptions often lack specificity and details (particularly regarding adaptation) and are generally weak on institutional arrangements and transparency. By translating each NDC into sectoral portfolios of policies and programmes, the project will bridge the gap between the content of the NDCs and the information and capacity required for their implementation. Aligning with Mongolia’s own NDC priorities, the NDC Action Project bridges this gap. The project secures a multistakeholder and high-level engagement; provide the technical support to strengthen the capacity of Line Ministries and Subregional government bodies responsible for NDC implementation; support development of a portfolio of sectoral policies and programmes for two priority sectors selected in each country; support development of investment plans in these sectors; and facilitate experience-sharing, both among the partner countries and with other countries. In support of the achievement of the objectives and expected results of the project, a consultancy is called to support the support the NDC Action project team based in Copenhagen and Paris in implementation of the project activities, in close cooperation with the National Technical Institutes (NTIs) hired for technical outputs of the project. This will include supporting the Department of Climate Change and Policy Planning (DCCPP), Ministry of Environment and Tourism, in undertaking its responsibility of coordinating NDC Implementation through regular update reports on implementation, organization of meetings, overall planning. The National Project Coordinator is required for the duration of the project to contribute to the achievement of the expected Outcomes and Outputs of the NDC Action project team based in Copenhagen and Paris in implementation of the project activities, in close cooperation with the National Technical Institutes (NTIs) hired for technical outputs of the project. This will include supporting the Department of Environment (DOE) of the Ministry of Environment, Forest, and Climate Change (MoEFCC), in undertaking its responsibility of coordinating NDC Implementation through regular update reports on implementation, organization of meetings, overall planning.
Qualifications/special skills
• A postgraduate degree in public administration, development, natural resource management, the environment or a science, or socio-economic related field. • At least 8 – 10 years of experience in areas of work related to climate change policy development and analysis and institutional assessment and capacity building in relation to climate change mitigation and adaptation. • Experience working with the Government of Mongolia is an asset. • Experience in program development and implementation is an asset. • Excellent skills and experience in stakeholder engagement and facilitation. • Professional experience of working with the United Nations projects would be an added advantage. • Ability to work under pressure, with short lead times. Required competencies: • Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to particular sector, functional area or other specialized field. Ability to identify issues, analyze and participate in the resolution of issues/problems. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. • Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed. Desired competencies: • Planning and organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

• Fluency in written and spoken English and Mongolian is required.
