Through its Country Offices, or FAO Representations, FAO assists governments to develop policies, Programmes and projects to address hunger, food security and malnutrition, and provides technical support for the sustainable development of their agricultural, livestock, animal health, and irrigation and forestry sectors as well as emergency preparedness and response. The activities of the FAO Representation include design and implementation of country-tailored field Programmes, liaison with local donor representatives and active public awareness raising and outreach activities related to the mandate of FAO.

Project Background: 

The project “Scaling-up Public Private co-investments for climate action in agrifood systems”, funded by the Green Climate Fund (GCF), aims to contribute to the creation of an enabling environment that channels capital towards sustainable practices in agrifood systems, by involving the private sector in the co-creation of sectoral investment plans and project idea and concept notes. This is achieved through:

Enhanced capacities of public and private sector actors such as National Designated Authorities (NDAs), Ministry of Land and Environment, Ministry of Agriculture and Rural Development and private sector actors to interact and partner with each other, strengthen multistakeholder engagement mechanisms, private sector strategies, and identify business opportunities aligned with agrifood priorities in NDCs and NAPs.

  • Support climate investment planning in agrifood systems in each participating country, including system-level analyses of climate priorities, financial gap assessments, resource mobilization plans, and matching investment needs with potential funding sources.
  • Co-develop high-quality project idea notes with private sector partners, based on the identified agriculture and investment priorities outlined in the climate investment plans.
  • Facilitate knowledge exchange and matchmaking between countries, investors, and investees by developing common guidance and tools, fostering partnerships, capturing, and disseminating lessons learned, and leveraging existing agrifood and SME networks to facilitate connections between investors and investees.

Reporting Lines

  • The incumbent will work under the overall supervision of the FAO Representative in Mozambique and the direct supervision of the Assistant FAOR Program, and technical guidance of the Environment and Natural Resources Program Specialist, the Lead Technical Officer (LTO) in the FAO Office of Climate Change, Environment and Biodiversity (OCB), and in close collaboration with the relevant staff in FAO Mozambique and counterpart entities.

Technical Focus

  • Managing development programmes/projects, environment and climate change management issues in Mozambique, including the political, institutional and socio-economic contexts

Tasks and responsibilities

Overall project coordination:

  • Support day-to-day project coordination and regular monitoring of project progress, results and risks, including social and environmental risks (provide advice to plan the activities of the project and monitor progress in achieving results at the output, outcome and impact level).
  • Coordinate, manage and administer project tasks in line with FAO guidelines (including the administration of the budget ensuring the delivery of project activities as per indicated in the project workplan).
  • Develop and/or review Terms of Reference of affiliate workforce and ensure compliance with current standards and regulations
  • Support with organizing and facilitating selection processes, including interviews with the selection panel.
  • Ensure that the standard FAO and GCF requirements are fulfilled for both this and the Readiness II project to the highest quality.
  • Ensure fluid communication between all stakeholders of the project, including the Project Steering Committee (PSC), the Project Management Unit (PMU), and the Readiness Project Task Force (PTF).

Technical guidance and support:

  • Organization of the national project inception workshop in collaboration with FAO country office team and government stakeholders.
  • Support and oversight the work of the consultants to be recruited, including support in drafting project concept notes, if required, providing a technical and strategic support based on national and global stakeholders requests A particular focus on the appropriate inclusion of the national private sector stakeholders will be requested.
  • Ensure the delivery and required quality of project related studies, investment plans and all the other deliverables included in the national project workplan.
  • Associate with external centres of expertise on environment, private sector and finance (including international agencies, national institutes, and NGOs), relevant for the NDA and the GCF Secretariat and having a potential role of co-development in project concept note formulation.
  • Establish relations with strategic private and public sectors stakeholders and participate to strategic private sector engagement events at national level (fairs, fora, roundtables, conferences or panels on strategic thematic for the project, such as agriculture, climate and green finance).
  • Prepare workshop, training, and project progress reports to the GCF using standard formats, and submit to FAOR and global team results
  • Support the NDA and other national key public and private stakeholders in strengthening public/private collaboration, including identifying capacity building needs and develop training plans, lead workshops, and monitor online and in-person presentations.
  • Ensure the integration of cross-cutting issues, such as gender, youth. communication and human rights, monitoring and evaluation.

Other Activities: 

  • Contribute to the project reporting needs, supporting the global team in the submission of donor reporting requirements.
  • Perform any other related duties as may be requested by his/her directed supervisor and the project management bodies (PMU, PTF).
  • Participate in sector dialogue relative to the environment and natural resources agenda including Climate Change.
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements 

  • University degree in Finance, Economics, Environmental or Social Sciences, Natural Resource Management, Climate change, Rural Development, or closely related fields
  • At least 5 years of relevant experience in project management and/or coordination of environmental projects, or related disciplines
  • Working knowledge of English and Portuguese.
  • National of Mozambique
