Introduction

  • The project “Innovative solutions for the creation of decent employment and the sustainability of companies aimed at the transition to the formal economy with a gender and inclusion perspective” aims to support ILO constituents in the design and implementation of formalization strategies based on a comprehensive proposal for formalization at two levels. First, at the sectoral level and second, at the level of groups that are difficult to formalize.
  • With regard to the first level, the intervention focuses on promoting the formalization of three sectors in which high levels of informality are recorded: the textile sector, the construction sector and paid domestic work. The intervention is also based on an integrated strategy logic, in accordance with the provisions of Recommendation 204 on the transition from the informal economy to the formal economy. In this way, actions of different nature are combined (diagnosis, training, awareness-raising, development of innovative tools) that together contribute to formalization in the priority sectors and reinforce each other. Specifically, in the textile sector, the formalization of companies and its extension to workers are addressed. In the construction sector, efforts are concentrated on strengthening the capacities of organizations representing workers and employers to advance the formalization of economic units and promote formal working conditions for workers. The importance of promoting the sectoral Directory on OSH in the sector (2022) will also be taken into account, considering that OSH is a fundamental right. High exposure to risks, combined with low social protection coverage, places the majority of informal workers in the construction sector in a very vulnerable position. In domestic work, efforts are focused on developing efforts to promote access to justice and on developing new solutions for formalization developed from research findings developed through behavioral sciences.
  • The intervention will also develop, in dialogue with the ILO constituents, tools for the formalization of productive units and specific recommendations on the employment of the young population, contributing to their insertion in formal employment and to an improvement in the productivity of companies, including by strengthening public employment services. To this end, among other things, the use of digital technologies is planned, based on the tools that already exist for the formalization of productive units.
  • The aim of the project is to consolidate the use and dissemination of monitoring tools and information systems on informal employment. The incorporation of a gender perspective is also key.
  • The project will be implemented by the ILO between 1 September 2024 and 30 June 2026.
  • The post is attached to the ILO Country Office for Argentina (OP-Argentina), which aims to provide technical advice to the tripartite constituents (government, employers’ organizations and workers’ organizations) and to provide support for the promotion of the ILO’s Decent Work Agenda as an important component of national development policies.

Description of tasks

  • The Project Coordinator will work under the direct supervision of the Employment Specialist in close collaboration with the Inclusive Labour Market Institutions Officer, particularly in relation to domestic work, care and construction, as well as in aspects related to the generation of information and tools for decision-making for formalization.

Main functions and responsibilities:

The Project Coordinator will be responsible for the following specific functions within the framework of the general programming of the technical activities of the Office:

  • Provide technical coordination of the project and contribute to the implementation, management and development of the different pillars of the project, providing them with technical coherence.
  • Conceptualize, develop and supervise research, analysis and activities oriented to policy decision-making on the evolution of the incidence of labor informality and economic units in Argentina, mainly in the sectors prioritized in the project (textile, construction and paid domestic work especially), considering -among others; the formalization policies adopted and their effectiveness.
  • Work closely with strategic partners and counterparts to design, review and implement the project work plan considering different approaches and methods for management, problem identification and their solution, and ensuring compliance with established deadlines and goals.
  • Maintain a close dialogue with the constituents linked to the different lines of work of the project and accompany the activities for the development of innovative strategies and solutions for formalization.
  • Support the execution of the consultancies and activities scheduled by the ILO in the project, from the definition of the terms of reference, to the follow-up and final approval of the product.
  • Prepare periodic progress and budget reports for the project to meet obligations to the ILO and its tripartite constituents.
  • Support the programming and control of project resources; prepare budget estimates and expenditure projections, monitoring the situation of resources against planned activities, and make recommendations for corrective measures where necessary. 
  • Participate in the preparation and conduct of conferences, seminars, workshops, training sessions and consultation meetings. Undertake missions to project sites.
  • Ensure effective coordination and promote new opportunities for collaboration with other ILO projects and other UN agencies in the planning and implementation of project activities.
  • Support resource mobilization and collaboration with government and the private sector to establish strategic alliances around the issues covered by the project.
  • Work closely with the Communications Officer to develop and implement a visibility strategy for project activities, results and impacts.
  • Provide relevant project information to ILO specialists and tripartite constituents.
  • Perform other functions assigned by your supervisor.

Required qualifications

Education

  • First-level university degree in economics, public policy, development studies, social sciences or a relevant field related to the project topics.

Experience

  • A minimum of 2 years of professional experience at a national level in project management, supervision, administration, and implementation of agreements. Experience in a leadership role implementing development projects.
  • Knowledge and professional experience in the Argentine labor market (including analysis of public statistics) in the areas of productive development, employment, transition to the formal economy, labor market institutions and gender equality, as well as youth employment issues, will be considered an advantage. As well as proven knowledge of the formalization policies of productive units and management of Argentine microdata.

Experience valued as an advantage:

  • Work experience in the United Nations System.

Languages

  • Perfect written and oral command of Spanish and very good knowledge of English.
