- The International Labour Organisation together with the International Maritime Organization (IMO) will implement the Project “Safe and Environmentally Sound Ship Recycling and Decent Work in Pakistan”, which is designed to enhance national capacities for Pakistan on safe and environmentally sound recycling of ships preparing the country to respond to its obligations under the Hongkong Convention acceded by Pakistan in Dec 2023.
- The project is focused on building national roadmap for enforcing and implementing HKC while improving ‘labour conditions’ and ‘sustainably safer environment for ship recycling.
- The overall objective is to place sound and effective measures that improve the standards of health, safety and environmental compliance at ship recycling yards, as required by the Hong Kong Convention, as well as the capacity for environmentally sound waste management of the hazardous and other materials that are generated from the process of ship breaking. From a labour perspective, the project will advocate for the promotion of decent working conditions including labour and social protection of workers.
Work included under this project will consist of a number of actions to support long-term improvements in safety, health, social and environmental protection and ultimately for the development of new infrastructure. In this regard, sustainability of these achievements is an important factor that will need to be assessed by the project partners, particularly to determine the need for an additional phase of the project that could finalise, for example, the development of national regulations, provide technical support and capacity building in relation to waste management and a new treatment facility, and fully deploy training for the workforce in ship recycling yards.
Work is divided into four components covering legal and institutional refinement; capacity building for health, safety and environmental compliance; planning for management of hazardous materials and wastes with an outline design of a facility for downstream treatment, storage and disposal of waste; and supporting industry upgrade.
The NPC will report to the Country Director in close liaison with the Project Technical Manager at IMO, the programme team at CO Islamabad and relevant specialists and teams in DWT and ILO headquarters (HQ). Project progress reports will be prepared by the NPC as per IMO instructions.
Duties:
- The National Project Coordinator would be responsible to carry out following responsibilities and duties
- Assist with the establishment of the project office and hiring of the project team in Karachi
- Prepare detailed specifications for work packages and developing project implementation plan.
- Build and manage partnerships and working relationships with various stakeholders and non-governmental organizations and the private sector on different aspects of the Project.
- Organize and coordinate the meetings of the Project Steering Committee and the Executive Committee, including associated preparatory activities and follow-up actions, and act as Secretariat for these meetings.
- Review and analyse development plans, socioeconomic activities, other relevant information particularly in the Maritime Sector and related thematic areas like OSH, Environmental compliances.
- Design and implement project activities keeping close eye on the interlinkages of relevant SDGs, on poverty, labour standards, gender, decent work, inequalities among others.
- Monitor progress of project and activities by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness.
- Follow-up with relevant departments, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.
- Provide programming and administrative support to the project in areas of responsibility.
- Prepare briefs, periodical reports and statistical data on status of project activities.
- Assist in the programming and control of resources from all sources of funds, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations to management for remedial action.
- Participate in the organization of conferences, seminars, workshops, training sessions and meetings.
- Brief ILO and IMO specialists, project experts, associate experts and visiting officials and provide relevant information on programme matters.
- Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the project.
- Garner partnerships and monitor national space.
- Perform other duties as may be assigned by the supervisor.
Education:
- University degree in Shipping, , Maritime, Business and Management, Industrial Relations, Labour Studies, Economics, Management, Social Sciences and other relevant subjects.
Experience:
- At least three years of professional experience preferably in promoting Occupational Safety and Health, work relations, decent work in ship breaking and recycling, maritime affairs, industrial relations, international relations, economics and of liaising and negotiating with senior officials in government, workers’ and employers’ organizations and non-government organizations and other related thematic areas. Experience at national level in the area of project management, implementation, monitoring and evaluation and proven experience in working effectively with government bodies in charge of policy making and with development partners would be an asset will be given preference. Experience of working in the ILO and good project management skills and familiarity with government bodies (as mentioned above, direct engagement with the stakeholders in the world of work would be a value addition.
Languages:
- Excellent command of English. Professional proficiency in Urdu is a must and command over local language will be a value addition.
