The project “Social Dialogue and Capacity Building for Strengthening Labour Disputes Prevention & Resolution Mechanisms in Cambodia” aims to establish effective dispute prevention and resolution mechanisms for fair employment relations and productive enterprises. Cambodia’s current systems, including those by the Ministry of Labour and Vocational Training (MoLVT) and the Arbitration Council, face challenges due to limited awareness, human resources and capacities. The dispute resolution process is lengthy and demanding, particularly for minimum wage workers. This project supports reviewing and enhancing Cambodia’s labour dispute resolution policies, institutions, and practices, followed by capacity building.

The National Project Coordinator will be responsible for the development, implementation and monitoring of ILO interventions under the two projects in Cambodia, in coordination with ILO constituents and other relevant stakeholders. The incumbent will also contribute to the Just Transition project and the Social Dialogue project, respectively. The projects will be implemented by the ILO Regional Office for Asia and the Pacific (ROAP) through the ILO-Korea Partnership Programme in Bangkok in close collaboration with the ILO Country Offices, the ILO Decent Work Technical Support Team for East and South-East Asia and the Pacific (ILO DWT-Bangkok), Social Dialogue, Green Jobs and ACTRAV.

The position is based in Phnom Penh, Cambodia.

The incumbent will report to the Director of the ILO Country Office for Cambodia (DWT BKK), the National Coordinator of the Phnom Penh Office and the CTA of the ILO-Korea Partnership Programme. For the Just Transition project, s/he will receive technical backstopping and supervision from the Regional Specialist in Workers’ Education in ROAP and the Technical Specialist on Green Jobs, Climate Action, and Resilience. For the Social Dialogue project, s/he will receive technical backstopping from the Specialist on Collective Bargaining and Social Dialogue and supervision from the Chief Technical Adviser of the ILO-Korea Partnership Programme. The incumbent will closely work with other ILO experts including Workers’ Activities Specialist, Employers’ Activities Specialist located in the Decent Work Team (DWT)-Bangkok. The Programme Officer of the ILO-Korea Partnership Programme will provide advice to the project implementation. The incumbent will collaborate closely with and supervise the project’s Administrative Assistant.

This position is contingent on the availability of funds/or signing of agreement.  Please note that if you are selected the ILO will only be able to offer you a contract for the position if and when the project funding is made available/or the final agreement has been signed.

Duties:

  • Ensure lead the overall timely and effective project implementation, including planning and organising activities, monitoring and evaluating them through management functions, including provision of technical, programmatic and administrative inputs in line with the ILO financial and administrative policy, rules and regulations, DWCP and UNSDCF.
  • Provide technical inputs and coordinate with tripartite and relevant stakeholders in the design, implementation, monitoring and evaluation of the project activities, in coordination with ILO backstopping officials. Identify problems, propose solutions and action and follow-up with relevant ILO officials, government agencies, constituents, implementing partners, and contractors to implement the ILO interventions and meet targets
  • Develop, update, revise and monitor the project work plan and budget. Monitor the progress of activities under the responsible portfolio, by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness, and follow up with relevant technical stakeholders to expedite implementation and meet targets. Periodically report, monitor and facilitate the evaluation of project components according to the project document and work plan. Prepare required technical progress reports and ad hoc reports on the status of project planning and implementation for submission to the ILO and the donor.
  • Develop and maintain strong links with ILO specialists within the ILO DWT Bangkok, and other colleagues in RO-Bangkok and HQ on specific technical areas requiring comprehensive and collaborative interventions. Provide guidance and supervision to the ILO personnel assigned to the project. Co-ordinate closely, promote linkages and share best practices and lessons learnt with other relevant ILO projects at national and regional level, ILO units and external stakeholders. Brief ILO officials and provide relevant information on project matters.
  • Draft terms of reference on research, concept notes on activities and training material, prepare presentations and other materials related to project implementation. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials with guidance by the backstopping specialists and the CO Director. Support tasks for the research team, such as collecting materials for research and assisting with field surveys. Also, contribute to the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the programme.
  • Lead knowledge, communication and information management efforts under the project. Provide technical inputs and coordinate ILO’s communication efforts in line with the programme communication strategy, donor field visits, joint field monitoring visits in line with the Monitoring, Evaluation and Learning (MEAL) plan and framework. Provide inputs to ILO communication activities to increase the project’s visibility at the national and international levels. Under direct guidance of the ILO Country Office maintain relations with media in order to increase the impact of the project as a whole.
  • Represent the project in various fora, under the guidance of the ILO Country Director. Maintain close cooperation and coordination with government, employers’ and workers’ organizations in the planning and implementation of activities under the project.
  • Ensure the timely delivery of project outputs and activities with high quality, in line with ILO’s conventions, recommendations and protocols, with a focus on the fundamental conventions. Promote ILO policies regarding the project/programme, other fundamental rights at work and the relevant International Labour Standards through effective coordination with a range of relevant national policies and the strategies of various projects, including those being undertaken by other agencies or in complementary fields of activity.
  • Ensure effective communication and timely sharing of information obtained from the constituents and partner organisations with the backstopping Specialists and the CO Director and seek guidance from them.
  • Undertake missions and conduct trainings, seminars, workshops and consultations in relation to project implementation.
  • Perform other duties as may be assigned by the supervisor.

Required qualifications:

Education:

  • First level university degree in social sciences, economics, public policies, development studies or a related field. An advanced degree in any of these fields would be a strong advantage.

Experience:

  • At least three years of experience in management, implementation, monitoring and evaluation of development cooperation projects. Proven experience in working effectively with government bodies in charge of policy-making and with development partners would be desirable.
  • Technical requirements: A minimum of knowledge in technical areas of industrial relations, labour market trends, and climate change and just transition.

Languages:

  • Excellent knowledge of Khmer and excellent command of English. Knowledge of Korean would be an advantage.
