• SECO and UNDP’s Green Commodities Programme (GCP) have been working together in Indonesia since 2015. The main goal of this collaboration is to bring about systemic changes in Indonesia’s palm oil sector, which is crucial for the country’s economy and the livelihoods of millions of smallholder producers. However, this sector has also led to severe deforestation of Indonesia’s tropical rainforests. The partnership is based on the belief that the problems facing the sector are too complex for any single actor to solve alone, and that a collaborative approach is needed to form a shared vision for the future of the sector. If this collaboration enables the Indonesian government to make significant progress in developing the sustainable palm oil sector and addressing this development challenge, systemic change is a long-term goal. The project, now in its third phase, aims to continue efforts to achieve sustainable production, building on the work of the past two phases and aligning with the priorities set in the 2021-2024 SECO Economic Development Cooperation Programme around social and environmental sustainability of palm oil production.
• UNDP’s collaboration with SECO in Indonesia, complemented by the GEF-6 funded Good Growth Partnership working at national and subnational levels (in 3 provinces and 3 districts), allowed the establishment of a full-fledged national multi-stakeholder dialogue process through the Indonesian Palm Oil Forum (FoKSBI in Bahasa Indonesia). Under the leadership of the government, FoKSBI has united multiple agencies of the government, private sector, NGOs, business associations, and smallholder associations to develop a common strategy and an action plan – the National Action Plan for Sustainable Palm Oil (NAP SPO), legalized in 2019 – to foster a sustainable palm oil industry
• in Indonesia. Recently, this process has transitioned towards a NAP Implementation Team (NAP IT), with the mandate to coordinate the implementation of the NAP SPO. The dialogue process has been a novelty in the country where there is little tradition for constructive multi-stakeholder processes and is currently being expanded into the 26 palm oil-producing provinces. Led by the Coordinating Ministry of Economic Affairs, this effort gathers 14 Ministries and non-state actors around sustainable palm oil, which remains one of the key governmental priorities for the first palm oil country producer of the world.
• The third phase of this project will look at going one step further by consolidating the established governance mechanism around sustainable palm oil, including establishing a model to guarantee its sustainability. It will also facilitate a renewed commitment from stakeholders to transform the palm oil sector towards sustainability, including through alignment of public resources for sustainable palm oil and the facilitation of private sector partnerships. Additionally, it will support the roll out of the NAP at subnational levels through knowledge and lessons sharing between provinces and districts, and shape the next phase of the NAP SPO. If phase 1 supported the establishment of a multi-stakeholder mechanism and development of the NAP SPO, and phase 2 enabled the NAP SPO implementation, the third phase will support the further facilitation of the NAP SPO roll out and guarantee the sustainability of this instrument and related multi-stakeholder governance mechanism.
• Under direct supervision of Programme Analyst Environment Unit (EU) UNDP Indonesia, as well as in close collaboration with Senior Commodities Adviser of Global FACS Team, the National Project Coordinator (NPC) is responsible for management of project support team. The NPC analyzes political, social and economic trends and leads formulation, management and evaluation of project activities within his/her portfolio, as well as to provide policy advice services if required.
• The NPC supervises and leads project support team, and coordinates activities of the projects’ staff. The NPC works in close collaboration with the programme staff in EU-UNDP country office, UNDP senior management, and other UN Agencies, as well as with Global FACS team, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society in ensuring successful UNDP project implementation.

Duties and Responsibilities

• Reporting directly to Programme Analyst, the National Project Coordinator has the authority to run the project on a day-to-day basis and is responsible for making the day-to-day decisions on project implementation and ensures that the project produces the results specified in the project document to the required standards of quality and within the specified time and cost. The organigram in Annex shows the position of this function within the office and unit structure.

Manage and supervise the project team to ensure effective implementation and achievement of results:

• Oversees the day-to-day project implementation and ensure achievement of targets as outlined in the project work plan;
• Leads and supervises project team, builds team coherence and establishes clear roles and responsibilities among team members;
• Mobilizes goods and services and other project inputs, including preparing ToRs for expert consultants, meetings and workshops;
• Ensures that the quality of project inputs meet the expected standards and are sufficient to produce project outputs and targets;
• Takes overall responsibility for the project and performs oversight roles for project compliance against the relevant government and UNDP regulations for project management;
• Develops the project standard operating procedures in line with the government and UNDP’s regulations; seeks the board’s approval; and takes responsibility for updating and revising it as necessary;
• Manages critical issues, troubleshoots problems and develops solutions to the overall processes of project implementation;
• Consults with the project board for any issues that require their attention, including issues related to deviation from the approved work plans and its tolerance (e.g. deviation from the approved target, and/or budget); and
• Ensures effective monitoring of project performance, and the preparation of high quality and results oriented progress reports.
• Ensures gender-related economic, environmental, public research and analysis, to contribute to the formulation of policies, programme interventions, procedures, guidelines and tools.

Ensure effective planning, budgeting, and implementation of the project

• Prepares project’s annual and quarterly work plans and organizes project board meetings to obtain their approval;
• Implements project work plan and ensures that the project remains within the tolerance level of the approved work plan;
• Conducts regular monitoring to ensure achievement of targets in line with the annual work plan and that project implementation at all levels complies with the approved project SoP;
• Prepares quarterly project reports, in line with the standard template and presents it to the project assurance team on a timely manner;
• Provides additional inputs and data for external project reports as necessary and required by the project assurance team;
• Organizes quarterly project board meetings and reports to the project board the project’s quarterly progress together with any issues that may require project board decisions; and
• As required and directed by the project board, liaises with UNDP’s Quality Assurance, Reporting and Evaluation (QARE) Unit to facilitate project review, reporting and evaluation processes, and supports the conduct of such exercises under the overall management of the task manager as designated by QARE;
• To make sure implementation of gender equality accountability framework and Gender equality Results Based management at project level i.e. performance management, gender marker assignment in web based system QUANTUM, reporting, etc

Create and nurture strategic partnerships and support to the implementation of resource mobilization

• Establishes and maintains good working relationships with the relevant public and development partners who are the principal counterparts for the project;
• Initiates and maintains partnerships with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of project results;
• Builds project reputation for quality design, reliable delivery as well as integrity and accountability;
• Identifies and works with key partners/stakeholders to ensure synergies with other projects/initiatives and to avoid duplication of activities among actors;
• Identifies opportunities for mobilizing resources for the project, and prepares substantive briefs on possible areas of cooperation; and
• In coordination with UNDP’s Communication unit and other relevant counterpart, strengthens the communication of the project in order to communicate results, deepen stakeholder knowledge and buy-in to the project, and to facilitate resource mobilization for the project.

Facilitate knowledge building and management for and from the project implementation.

• Identifies best practices and lessons learnt from the project and from other initiatives that can be helpful to the project in achieving its goals and objectives;
• Organizes and delivers trainings for the operations/project staff on project/programme management issues;
• Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs;
• Identifies policy issues for codification and sharing;
• Leads in generating knowledge products such as best practices and lessons learnt for knowledge sharing; and Contributes to knowledge networks and communities of practice;
• Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming
• Effective contribution to learning and knowledge sharing in gender analysis and gender mainstreaming.

Required Skills and Experience

Education:

• Advanced university degree (Master´s degree or equivalent) in Agriculture, Natural Resource Management, International Development, Development Studies, Public Policy, Public Administration, Business Management, Social Science or other relevant fields is required, or
• A first-level university degree (bachelor’s degree) in Agriculture, Natural Resource Management, International Development, Development Studies, Public Policy, Public Administration, Business Management, Social Science or other relevant fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

• Minimum 2 years (with master´s degree) or 4 years (with Bachelor´s degree) of experience in planning, implementing, monitoring and reporting of development project(s).
• Solid networking capacity
• Excellent analytical skill
• Excellent inter-personal and team building skills.
• Solid skill in providing project advisory services, monitoring and evaluation
• Ability to work with a multidisciplinary and multicultural team
• Demonstrated ability to work effectively with a wide range of stakeholders;

• Excellent skill in using computers and office software packages (MS Word, Excel, etc), advance knowledge of spreadsheet and database packages,
• Relevant work experience and familiarity knowledge of biodiversity/agriculture management and sustainable development at the national level
• Work experience and familiarity with Government and UN/UNDP procedures would be desirable
• Experience in project implementation using Government and International Organization rules and regulation
• Experience and Knowledge on various donor’s reporting requirements
• Experience in providing project advisory services, monitoring and evaluation
• Experience in handling of web-based management systems would be highly desirable.

Required languages: 

• Fluency in English and Bahasa Indonesia is required.
