This position will contribute to two priorities identified for the 2024-2025 biennium from the ILO Regional Office for Latin America and the Caribbean.

  • The first is related to the “Economic, social and environmental transition in favor of full, productive and freely chosen employment and decent work for all.” The ILO’s work in this direction is framed in the tripartite approval that took place in 2015 of the Guidelines for a Just Transition towards environmentally sustainable economies and societies for all. These Guidelines aim to “support governments, workers and employers around the world in making the most of the process of structural change towards a greener, low-carbon economy, creating decent jobs on a large scale and promoting social protection.” Specifically, in terms of social dialogue and tripartism policies, the guidelines point out the need to promote the creation, development and formalization of dialogue mechanisms and structures at all levels, with the purpose of analyzing the best means to implement social, economic and environmental objectives at the national level.
  • In this sense, in recent years the Andean Countries Office for the ILO in Colombia has been carrying out actions to introduce the green jobs and just transition agenda in Colombia from the national level. The commitment of the world of work towards a just transition that ensures a development model that is respectful of environmental protection and the sustainable management of natural resources was recognized by the international community in 2015 when the Paris Agreement was unanimously adopted. Climate Change and which includes in its preamble a specific reference to the need for climate policies to be developed in terms of just transition. Likewise, the 2030 agenda recognizes through the Sustainable Development Goals the need to reorient economic and social development at a global level, prioritizing the creation of decent work for all, social inclusion and adequate management of natural resources that allow slowing down and reverse the environmental problems we face, including climate change, deforestation, biodiversity loss and desertification.
  • In 2019 and subsequently updated in 2022, the Ministry of Labor and the ILO have signed a “Pact for Environmental Justice, Green Jobs and the Just Transition”, additionally linking the Ministries of Mines and Energy and the Environment and Sustainable Development, in which it seeks to define strategies to enhance the promotion of green jobs, through the development of new labor skills and the adaptation of the productive sector, to face the challenges of green growth, based on business formalization, the increase in labor productivity and human talent management. Likewise, it contemplates strengthening the instances of tripartite social dialogue and coordination with key actors to define public policy guidelines that identify concrete actions for the transition to a green economy.
  • Consequently, the ILO office in Colombia currently has resources from Swedish cooperation within the framework of the project “Towards a just transition with green jobs” with the main objective of supporting the Ministry of Labor in the commitment to define a transition strategy. fair of the workforce in 2023, in a process of social dialogue that links the participation of employers, workers and government. This process considers the implementation of pilot experiences at the local level in the sectors prioritized for the just transition in the updated NDC in Colombia in 2020, and in line with the priorities of the current government of Colombia regarding the just energy transition. Additionally, the ILO office has additional resources from the German cooperation (IKI) to carry out activities associated with the just transition in coal mining.
  • The second priority, is identified within the framework of the “Responsible Business Conduct in Latin America and the Caribbean” program, implemented jointly by the ILO, OHCHR and OECD, and financed by the EU, seeks to contribute to promoting sustainable and inclusive growth in America. Latin America and the Caribbean by supporting responsible business conduct practices (CERALC) in line with international instruments such as the Tripartite Declaration of Principles Concerning Multinational Enterprises and Social Policy (MNE Declaration), the United Nations Guiding Principles on Business and Human Rights and the OECD Guidelines on Multinational Companies. The nine countries in which this program will operate are Argentina, Brazil, Chile, Colombia, Costa Rica, Ecuador, Mexico, Panama and Peru. 
  • To achieve its objective in these countries, the program has three main components, as follows: (1) support Latin American governments and other key actors in the development and/or implementation of National Action Plans on Business and Human Rights/ CER; (2) strengthen the capacity of key actors (particularly companies) to understand and implement due diligence; (3) facilitate the exchange of practices and lessons learned and the development of joint initiatives that promote CER practices.
  • Three categories of activities will be carried out in each of the three components: (i) research and analysis; (ii) awareness and policy promotion; and (iii) exchange of experiences among peers, and strengthening of knowledge about international guidelines and approaches in relation to CERALC. Some of the activities will be national and others will be implemented subregionally or regionally. The research and good practices documented as part of the project will be disseminated among public authorities, companies, employer and worker organizations, and other relevant actors, including NGOs, community organizations and indigenous communities. 
  • This position’s main objective is to support, as a member of the project team, the implementation of activities for the two priorities mentioned above in Colombia.

Description of tasks

  • The National Project Officer will be under the supervision of the Employment and Labor Market Specialist of the Andean Countries Office, in his/her functions related to the ILO Priority Action Program on Just Transition, and, in the corresponding functions will report to the Principal Technical Advisor of the CERLAC project, based in Lima. 

Main functions and responsibilities:

  • Lead the execution, monitoring and timely evaluation of the projects under his responsibility in Colombia, through management functions, in accordance with the ILO policy, standards and regulations and in accordance with the final project document and the work plan. .  
  • Ensure effective and efficient coordination with the implementing partners of the CERLAC project (OHCHR and OECD) and the donor through its national presence. This includes coordination with the National Office of OHCHR for the conduct of activities, preparation of project progress reports at the national level. 
  • Coordinate with the Ministry of Labor, the project activities, in accordance with the commitment defined within the framework of the Pact for environmental justice, green jobs and just transition, effectively linking the participation of employers’ organizations, workers’ organizations and other entities. of government related to the country’s priorities in terms of just transition.
  • Contribute with proposals for the development of the technical cooperation initiatives to which it contributes and act as advisor of the national program for the Directorate of the Office, and support in the drafting of the programming instruments of the Andean Office, in particular, the Country Program Objective in Outcomes 4 and 8.  
  • Identify problems, propose solutions and actions and follow up in the regional office and the Andean office, in the executing agencies, government offices, constituents and other organizations to facilitate the execution and achieve the goals of both projects.  
  • Maintain close cooperation and coordination with the government and employers’ and workers’ organizations in the planning and execution of the activities of both projects.  
  • Represent the projects in various forums, under the guidance of the ILO Director for the Andean countries.  
  • Develop and maintain strong ties with ILO specialists within the ILO Project Team in Bogotá, other colleagues in the field/region and headquarters on specific technical areas that require comprehensive and collaborative interventions.  
  • Periodically, report, monitor and facilitate the evaluation of all components of the projects in Colombia in accordance with the project document and its work plan. Prepare technical progress reports upon request and ad-hoc reports on the status of project planning and implementation for submission to the ILO and the donor, including annual progress reports and reports to the Project Committee.  
  • Responsible for the management, orientation and supervision of consultants that may be assigned to the project in Colombia. 
  • Other related duties as assigned by supervision.

Education

REQUIREMENT

  • First-level university degree in economics, social sciences or related field, and solid knowledge of corporate social responsibility issues, particularly in Colombia.

Experience

REQUIREMENT:

  • Minimum two years of experience in technical cooperation project management, supervision, administration and implementation of development assistance tasks. 
  • With knowledge or work experience in at least one of the following topics: responsible business conduct, just transition and green jobs, due diligence, social policies and the development of public policies.

DESIRABLE

  • Experience in the topics of just transition, green jobs or corporate social responsibility will be considered an advantage.
  • Languages ​​and computing

REQUIREMENT:

  • Excellent level of Spanish
  • Knowledge of the English language at an intermediate level that allows you to write reports and make presentations in that language.
