National Project Coordinator

ILO Country Office in Nepal (CO-Kathmandu) implementing a development cooperation project entitled ‘Partnership on Protecting and Promoting Rights of Nepali Migrant Workers including Care Migrant Workers (PPPR-MW)’ with support from Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) under its Global Programme Setting Development-Oriented Migration (MEG). The ultimate objective of the project is to promote right-based approaches to labour migration collaborating with key labour migration stakeholders in Nepal. The project aiming to build upon the existing initiatives, partnership, networks and lesson learned of the ILO in the field of labour migration towards protecting the rights and promoting welfare of migrant workers in Nepal and globally. Particularly, the project will contribute to localizing ILO’s flagship Fair Recruitment Initiative (FRI) in labour migration and develop synergizes with Migrant Rights and Decent Work Project (MIRIDEW) towards addressing pertinent issues in promoting rights of Nepali migrant workers with the focus on Nepali migrant workers engaged in care economy.        

The PPPR-MW project is aligned with United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2027 of Nepal focusing in priority area one “Sustainable, Resilient, And Inclusive Economic Transformation”. In ILO at global level, the project will be contributing on Outcome 6 “Protection at work for all” and Output 6.4 ‘Increased capacity of Member States to develop fair and effective labour migration frameworks’ under the Programme and Budget (P&B) 2024-2025. At national level, it falls under the ILO’s Decent Work Country Programme (DWCP) 2023-2027, Outcome 2.4 under Priority Two “More effective labour migration governance frameworks, institutions, and services to protect Nepali migrant workers’ rights”.

The outcome of the project is to support labour migration stakeholders in Nepal to promote rights-based approaches to labour migration through implementing several activities to achieve following two outputs:

Improved capacity of government and recruitment stakeholders to ensure fair recruitment

 Effective protection of Nepali migrant care workers

The NPC will directly report and work under the overall supervision of the Director of CO-Kathmandu  and with technical supervision of responsible Senior Programme Officer (SPO) to ensure delivery of technical-related outputs and overall project implementation while working closely with the Head of Programme other  Sr. Programme officers, Sr. Operations Officer and CO-Kathmandu team.  S/he will also receive additional technical support from relevant Labour Migration Specialists and other specialists in DWT-New Delhi, RO-Bangkok and MIGRANT at HQ. 

Duties:

• Responsible for overall planning, implementation, monitoring and reporting of PPPR-MW project in close coordination and guidance from SPO and Head of Programme.
• Develop concept notes, terms of reference and other relevant documents in order to design and implement planned activities under the project.
• Lead the process of assessment, evaluation and contracting of project partners, consultants and other service providers in close collaboration with finance and admin team
• Maintain close liaison and coordination with the concerned officials at the counterpart government organisations, workers’ and employers’ organisations, UN organisations, research institutions, and non-government organisations in connections with project’s outcomes, outputs and activities.
• Support and facilitate project partners, particularly the Nepal Association of Foreign Employment Agencies (NAFEA) in designing and implementing planned activities effectively and efficiently.
• Coordinate and collaborate with other ILO projects, particularly with MIRIDEW Project towards building synergies, complementarity and joint actions to the extent possible. Collaborate with other external actors, particularly GIZ partners engaged in labour migration issues for collective results. 
• Promote the ILO labour standards on protecting rights of  migrant workers and specific to Fair Recruitment Principles while implementing project activities and beyond. 
• Keep updates on country specific development plans and priorities, socio-economic data, reports and other relevant information on labour migration for planning purpose and provide such data and information to senior ILO officials.
• Draft news releases, official correspondence, statements and other materials for public information and visibility of the project as per communication/visibility guidelines of ILO and donor agency.
• Ensure social dialogue, tripartism, gender equality and social inclusion issues are mainstreamed into project strategies and interventions.
• Prepare annual workplan of the project and monitor progress of the project by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness.
• Prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations to management for remedial action, as required
• Prepare briefs, draft periodical technical reports and statistical data on status of the project activities and be responsible for timely submission of technical and financial reports to donor as per project agreement.
• Liaise with project focal point in GIZ Nepal Office on issues related with project, provide updates and share information as deemed necessary and facilitate involvement in strategic interventions.
• Participate in the organization of conferences, seminars, workshops, training sessions and meetings. Represent ILO in relevant forums as designated by the office and promote ILO’s normative frameworks and undertake missions to project sites independently or accompanying others.
• Supervise, review and guide the work of external consultants and project admin/finance staff.
• Perform other duties as may be assigned by Supervisor

Required qualifications

Education:

• First level university degree in economics, public policies, development studies or a relevant field and strong knowledge on development issues particular to Nepal.

Experience:

• At least one year of professional experience at the national level in the areas of project management, implementation, monitoring and evaluation with thematic emphasis on human rights, labour rights and labour migration .
• Technical requirements: Key focus areas include experience in managing labour migration interventions and labour rights.

Languages:

• Excellent knowledge of both English and Nepali languages.
