The “Responsible Business Conduct in Latin America and the Caribbean” program, implemented jointly by the ILO, OHCHR and OECD, and financed by the EU, seeks to contribute to promoting sustainable and inclusive growth in Latin America and the Caribbean by supporting Responsible Business Conduct (CER) in line with international instruments such as the Tripartite Declaration of Principles Concerning Multinational Enterprises and Social Policy (MNE Declaration), the United Nations Guiding Principles on Business and Human Rights and the Guidelines the OECD on multinational companies. The nine countries in which this program will operate are Argentina, Brazil, Chile, Colombia, Costa Rica, Ecuador, Mexico, Panama and Peru.

To achieve its objective in these countries, the program has three main components, as follows: (1) support Latin American governments and other key actors in the development and/or implementation of National Action Plans on Business and Human Rights/ CER; (2) strengthen the capacity of key actors (particularly companies) to understand and implement due diligence; (3) facilitate the exchange of practices and lessons learned and the development of joint initiatives that promote CER practices.

Three categories of activities will be carried out in each of the three components: (i) research and analysis; (ii) awareness and policy promotion; and (iii) exchange of experiences among peers, and strengthening of knowledge about international guidelines and approaches in relation to CER. Some of the activities will be national and others will be implemented subregionally or regionally. The research and good practices documented as part of the project will be disseminated among public authorities, companies, employer and worker organizations, and other relevant actors, including NGOs, community organizations and indigenous communities.

The main objective of this position is to support, as a member of the project team, its implementation in Mexico and to promote the exchange of practices and experiences between the Project countries that are covered by the Mexico Office, as well as with the other countries of the Region. .

Hierarchical lines

The National Project Coordinator will report to the NOB National Project Officer based in San José Costa Rica and the Director of the ILO office for Mexico and Cuba. Technical guidance will be provided by the project’s Principal Technical Advisor, based in Lima. The National Project Coordinator will also collaborate with the Multinational Enterprises Unit I, which will provide technical assistance to the project as a whole.

Description of tasks

  • Lead the execution, monitoring and timely evaluation of the project in Mexico, through management functions, in accordance with ILO policy, standards and regulations and in accordance with the final project document and work plan.  
  • Ensure effective and efficient coordination with the project implementing partners ( OHCHR and OECD) and the donor through its national presence. This includes coordination with the National Office of OHCHR for the conduct of activities, preparation of project progress reports at the national level.
  • Contribute with proposals for the development of the program/project and act as advisor of the national program for the Office Directorate, and write part of the proposals for the Country Program Outcomes in Outcome 4, project proposals and program context. 
  • Identify problems, propose solutions and actions and follow up in the regional office, executing agencies, government offices, constituents and other organizations to facilitate execution and achieve goals.  
  • Maintain close cooperation and coordination with the government and employers’ and workers’ organizations in the planning and execution of project activities. 
  • Represent the project in various forums, under the guidance of the ILO Director.  
  • Develop and maintain strong ties with ILO specialists within the ILO Decent Work Team in Mexico, other colleagues in the field/region and headquarters on specific technical areas that require comprehensive and collaborative interventions. 
  • Periodically, report, monitor and facilitate the evaluation of all components of the project in Mexico in accordance with the project document and its work plan. Prepare technical progress reports upon request and ad-hoc reports on the status of project planning and implementation for submission to the ILO and the donor, including annual progress reports and reports to the Project Committee.  
  • Responsible for the management, orientation and supervision of consultants that may be assigned to the project in Mexico.
  • Other related duties as assigned by supervisor.

Requirements:

Education:

  • First-level university degree in economics, social sciences (sociology) or related field, and solid knowledge of responsible business conduct issues, particularly in Mexico.

Experience

  • Minimum two years of experience in project management, supervision, administration and implementation of requirements in grant/cooperation agreements (including meeting deadlines, achieving goals, and supervising the preparation and presentation of required reports to the project donor) , experience in the topic of responsible business conduct will be considered an advantage.

Technical background:

  • Good knowledge of responsible business conduct, due diligence, social policies and policy development,

Languages

  • Excellent level of Spanish and working knowledge of the English language.
