National Project Coordinator

Ship to Shore Rights in South-East Asia: Safe migration for decent work in the blue economy (Ship to Shore Rights in the Blue Economy) is a regional initiative of the European Union (EU) and the United Nations (UN). It is implemented by the ILO in collaboration with IOM and FAO, with the overall objective to promote safe migration and decent work for a sustainable fish and seafood supply chain in South-East Asia, from primary production (capture fishing and aquaculture) to post-harvest processing.

The Ship to Shore Rights in the Blue Economy project will strengthen regional and bilateral cooperation within ASEAN to ensure safe migration and decent work across the fishing and seafood supply chain. It will enhance migration, labour and fisheries governance by supporting national authorities to design and enforce robust legal and policy frameworks. The project activities will support corporate accountability and responsible business practices through greater transparency, due diligence and engagement with worker and civil society organizations. Migrant workers will be empowered to assert their labour and human rights through worker organizing and expanded access to information and services.

Ship to Shore Rights in the Blue Economy will work in close cooperation with governments, social partners and civil society to achieve the project objectives. The activities shall be carried out at the regional level in ASEAN, as well as in the target countries of Cambodia, Indonesia, Malaysia, Myanmar, the Philippines and Thailand. 

The National Project Coordinator (NPC) will be lead the day-today implementation of the project in Myanmar and the realization of the project’s outputs at the national level. The NPC will work closely with ILO constituents and other stakeholders, identify and monitor the work of implementing partners, coordinate with other relevant and related ILO projects, and promote the work of the ILO in Myanmar. 

The National Project Coordinator (NPC) will report to the Liaison Officer in Myanmar. He/she will also work under the technical supervision of the project’s Chief Technical Adviser and will receive regular guidance and supervision from the Technical Specialist based in Bangkok. The NPC will work under the administrative supervision of the ILO Liaison Office in Yangon and the the ILO Regional Office for Asia and the Pacific.

Duties:

The incumbent will perform the following duties:

• Lead the implementation of the project at national level. Consult with national stakeholders to develop strategy and identify innovative intervention and approaches for delivering the project objectives within the country and across major migration corridors for the benefit of workers and migrant workers in the blue economy.
• In compliance with UN and EU principles of engagement in Myanmar, work in close collaboration with relevant stakeholders including employers’ and workers’ organizations, and CSOs to realize the objectives of the project, including the design and implementation of annual work plans, management of relationships with stakeholders, and provision of strategic technical support to implementing partners, social partners and ILO constituents.
• Responsible for effective planning, implementation, monitoring and evaluation of the project activities, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and country/action programs, and administrative and financial procedures, in consultation with the responsible units/field office;
• Assist in the programming of the project resources, prepare budget estimates and expenditure forecasts by analysing and monitoring the situation of resources as compared to planned activities and making recommendation for remedial action;
• Monitor progress of project activities by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness. Identify problems, propose solutions and action and follow-up with relevant regional bodies, national government social partners, and other organizations to expedite implementation and meet targets; Follow-up on delays, clarify information and data provided and act as the primary focal point for partners’ enquiries about clearance and processing requirements.  Assist in the development and maintenance of information systems for use in monitoring and reporting on activities and performance;
• Establish and maintain close links with relevant national and local stakeholders, such as employers’ and workers’ organizations, international organizations, NGOs, private sector actors and media that are active in the area of labour rights, migration, human rights, women’s empowerment and human trafficking;
• Undertake missions to project sites independently or accompanying other officials; to provide guidance and coaching to partners in implementing the project and reporting requirement and to identify challenges and propose solutions to resolve them. Provision of specific coaching on fundamental rights and principles at work, safe migration, M&E and gender is expected;
• Ensure the visibility of the project and its donor by using the relevant identifiers on all material and publications and at workshops and events. Maintain relationships with the donor at the national level in line with the guidance provided by project management;
• Participate in the preparation and/or implementation of conferences, seminars, workshops, national dialogue sessions, technical consultations, training sessions and other project meetings. Draft speeches, make presentations and address meetings on behalf of the project;
• Brief ILO specialists, project staff and consultants, and visiting officials, academics, UN, NGO partners and provide relevant information on project-related matters. Provide interpretation to other ILO staff and consultants where appropriate;
• Supervise the work of the Finance and Administrative Assistant and external consultants;
• Perform other duties as may be assigned by the supervisors.

Required qualifications:

• Sound knowledge of labour migration governance, work in the fishing and seafood processing industries, and fundamental principles and rights at work.

Education:

• First level university degree in law/public policies, development studies, human rights or a relevant field.

Experience:

• At least three years of relevant experience in project management and implementation of grant/cooperative agreements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports to the project donor).

Languages:

• Excellent Myanmar and English language skills.
