Actors in this sector experience low productivity due to their limited skills and the lack of use of appropriate tools and equipment, lack of information, and lack of effective access to social protection. They face the presence of intermediaries who maintain vast fraudulent networks for collecting and transporting recyclable waste. The lack of internal organization between ferrous waste collectors weakens their negotiating power with buyers and substantially limits their power to negotiate sales prices, as well as their direct access to markets made up of intermediaries and the processing industry. scrap metal and ferrous waste based in Douala.   • Based on this observation, this project aims to improve working conditions in the ferrous waste collection and recycling sector in Cameroon, through the formalization of small economic units operating in the ferrous waste sector in particular and taking into account takes into account the measures of Recommendation 204. It makes the strategic link between the transition towards formality and the strengthening of relations between employers’ and workers’ organizations and businesses and workers in the informal economy.
  • In this regard, Cameroon has a national roadmap for the transition to formality implemented over the period 2019-2022 which requires updating, as part of the follow-up to ILO Recommendation 204 on the transition. towards formality. In addition, Cameroon needs strong representative worker organizations that advocate and influence policies, strategies and measures to improve working conditions and defend workers’ rights in this sector. This project will make it possible to amplify the initial support provided by the Office to the ferrous waste sector in a more integrated approach.
  • To this end, the ILO is recruiting a National Project Coordinator to coordinate the implementation of the activities planned as part of the technical assistance and ensure better achievement of the expected results.

Essential Functions and Responsibilities

  • The National Project Coordinator will work under the general and direct responsibility of the Director of ETD/BP-Yaoundé in Cameroon and under the technical supervision of the Formalization Specialist of ETD/BP-Yaoundé, with the support from ACTRAV and ENTREPRISE specialists based in Yaoundé.
  • He/she will be assisted by an Administrative and Financial Assistant.

Required Qualifications

The National Project Coordinator will be responsible for ensuring the overall management: technical, administrative and financial of the project. Therefore, he/she must:

  • Prepare and submit to ETD/BP Yaoundé annual budgeted results-oriented work plans.
  • Contribute to initiating and coordinating the implementation of activities involving the use of consultants (drafting terms of reference, monitoring the work of consultants, ensuring technical validation of consultation products).
  • Write the terms of reference and monitor the work of the consultants involved in the implementation of the project.
  • Organize training/awareness activities and act as a resource person, if necessary.
  • Produce periodic progress reports, as well as final reports in accordance with ILO procedures and rules.
  • Establish a base of information and monitoring of activities. Ensure good visibility of the project’s achievements and provide contributions to support communication activities, primarily focusing on gender issues.
  • Ensure permanent contact between ETD/BP Yaoundé and project partners in the field and strengthen partnership relations with other organizations and government services.
  • Prepare and support monitoring and evaluation missions to monitor and report on project implementation. Identify problems that arise and propose corrective measures.
  • Ensure synergy between project activities and those of other partners, where appropriate, for complementarity and good coordination of development actions in the country.
  • Collaborate with ILO tripartite partners and stakeholders to ensure good coordination and ownership of project activities and outputs.
  • Carry out any other tasks required by ETD/BP Yaoundé in relation to the implementation of the project.

Training

  • First-level university degree in economics, business management, social sciences, or project management.

Experience

  • At least two years of proven experience managing development projects.
  • Knowledge of ILO products in terms of formalization and social protection would be an asset.

LANGUAGES

  • Excellent command of French or English (spoken and written) and ability to work in the second language.
