Introduction

Introduction (general information on the context in which the incumbent will work)

The International Labour Organization (ILO) is the United Nations agency dedicated to improving access for men and women to decent and productive work in conditions of freedom, equity, security and dignity. Its mandate is to promote rights at work, encourage the creation of decent jobs, develop social protection and strengthen dialogue in the search for solutions to the problems of the world of work.

This position is located within the team of the technical cooperation project “Strengthening the governance of labour migration in the sectors of Agriculture and Domestic Work” (AGRIDOM), funded by the Swiss Agency for Development and Cooperation (SDC) and covering Côte d’Ivoire, Burkina Faso and Guinea. The project is managed in a decentralized manner by the ILO Country Office in Abidjan (covering Côte d’Ivoire and Burkina Faso) in close collaboration with the ILO Country Office in Dakar (covering Guinea). 

The AGRIDOM project aims to maximize the development potential of migrant workers in the agricultural and domestic work sectors through fairer migration and improved access to decent work. Migrant workers in both sectors play a fundamental role in the economies of countries of origin and destination at the very base of value chains. But too often, they face severe decent work deficits and limited opportunities. Responses to these challenges must be multidimensional, addressing informality and lack of worker protections, but also gender inequalities and weak governance of labor migration. Given that many of the causes of migration lie in lack of employment opportunities in countries of origin, the project will address these issues along migration corridors. 

The project has three immediate objectives over a period of 45 months:

  • Gender-sensitive policy, regulatory and institutional frameworks in target countries ensure better governance of labor migration and promote respect for the principles of decent work in the agricultural and domestic work sectors
  • Support mechanisms for informal economy actors are strengthened for better inclusion of migrant workers
  • Current and potential migrant workers in the agricultural and domestic work sectors have expanded employment/livelihood choices through the acquisition of new knowledge and skills and support services
  • The start of project activities will be done in phases, with activities in Côte d’Ivoire from the first year (September 2021), and activities in Burkina Faso and Guinea concentrated on years 2 and 3 of the project. Three national project coordinators (NPCs) based respectively in Abidjan, Ouagadougou and Conakry will ensure the implementation and monitoring of activities in each country.

Hierarchical structure

  • The incumbent works under the general direction of the Director of the ILO Country Office in Abidjan. He/she will also benefit from the technical advice of the Labour Migration Specialist for Africa based in Abidjan as well as technical specialists from MIGRANT and other technical units at headquarters, the Country Office and the Decent Work team in Dakar. He/she has a high degree of autonomy in carrying out the tasks assigned to him/her. The supervision received is focused on the overall production of results that have an impact on the project and the office.

Essential Functions and Responsibilities

  • Lead the timely implementation, monitoring and evaluation of the project by carrying out management functions, including technical and administrative supervision of the project team, in accordance with ILO policy, rules and regulations and as per the final version of the project document and work plan.
  • Participate in the development of programmes/projects and act as the national programme advisor to management, drafting sections of programme and budget proposals, project proposals, project background descriptions, country strategy documents, objectives, project reviews and evaluations. Monitor ILO programmes, projects and activities through review, verification and analysis of work plans, progress reports, final reports and other data to ensure their accuracy, coherence and completeness. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
  • Identify problems and propose solutions and corrective measures, follow up with relevant departments, both at headquarters and regional office, implementing institutions, government agencies, constituents and other organizations in order to expedite implementation and achieve objectives.
  • Provide legal and policy advice to government and social partners, or ensure access to such advice, on matters relating to the effective implementation of fundamental principles and rights at work, with a particular focus on freedom of association and collective bargaining.
  • Organize training programs and awareness-raising activities to improve understanding of fundamental principles and rights at work.
  • Ensure the provision of quality technical inputs, including qualitative and quantitative research in line with ILO core conventions on fundamental rights at work.
  • Maintain close relations of cooperation and coordination with the government and employers’ and workers’ organizations in the planning and implementation of project activities.

Required qualifications

Training

  • Undergraduate degree in economics, social sciences or a related field and in-depth knowledge of development issues, particularly in Côte d’Ivoire and Burkina Faso

Experience

  • Experience : At least three years of experience in project management, supervision, administration and meeting the requirements of grants or cooperative agreements (including meeting deadlines, achieving objectives and supervising the preparation of required reports and their submission to the project donor).
  • Technical requirements : Good knowledge of labour economics as well as economic development and poverty reduction policies and social policies. Knowledge of the policy-making process. Experience working in the field of migration and/or labour law or in a relevant field at national level.

LANGUAGES

  • Excellent command of the French language and good knowledge of English.
