The consultant will work under supervision and guidance of the Head of NDC Action Project. The consultant will be responsible for: a) UNEP’s technical assistance to Morocco LT-LEDS project fully meets its objectives. b) UNEP’s technical assistance to Morocco LT-LEDS project and related / follow-on activities is well coordinated with relevant partners. c) DDD/MTEDD officials receive quality climate change related advice and support for events and conferences they will participate in. d) The timeline and progress of the technical assistance, project coordination and communication activities are periodically reviewed and updated in consultations with the NDC Action team and project partners. e) The organization and successful unfolding of the Africa and Middle-East Regional Exchange / Peer Learning event on new (2025) NDCs preparation. g) The successful execution of the PAF-funded support activities in response to Morocco’s requests to the NDC Partnership. h) The timely and quality delivery of other climate assignment of national, regional and/or global reach, received from UNEP Management.

Duties and Responsibilities
The ‘NDC Action’ Project – jointly implemented by UNEP and the UNEP Copenhagen Climate Center (“UNEP-CCC”) – supports ten partner countries to translate their Nationally Determined Contributions (NDCs) under the Paris Agreement into concrete strategies and actions ready for financing and implementation, and fosters accelerated public and private investment in sector specific NDC implementation. It builds on three core principles: country ownership, balanced focus between adaptation and mitigation, and integration with national development and climate change priorities. In Morocco, NDC Action has been providing technical assistance for the elaboration of a detailed (so-called “quantitative”) LT-LEDS in association with the 2050 Pathways Platform and the Agence Française de Développement (AFD) and their partners. This project is led by the Sustainable Development Department (DDD) of the Ministry of Energy Transition and Sustainable Development (MTEDD). UNEP is looking for an international consultant to serve as an expert advisor and national LT-LEDS project coordinator who will be required to act as the technical focal point for the smooth organization of the technical assistance provided by UNEP-CCC and Deloitte Maroc, and ensure perfect coordination with the project’s implementing partners (SDG Action, AFD, SEI, Enerdata) and all key parties involved in this process in Morocco, including DDD at MTEDD and members of the 3-tier LT-LEDS governance structure: COPIL (comité de pilotage), comité technique and the 7 GSDs (groupes sectoriels de décarbonation). The specific tasks to be developed by the consultant under the guidance of UNEP Global Coordinator of the NDC Action project, and in close coordination with the Government’s project focal person at DDD/MTEDD are: 1. In close collaboration with UNEP-CCC and Deloitte, monitoring the implementation of NDC Action project’s work packages as part of the further elaboration of Morocco’s LT-LEDS and follow-up / related activities, e.g. GEF funded Technology Needs Assessment (TNA) 2. Support the administrative and technical aspects of Morocco’s TA requests to the NDC Partnership’s Thematic Call to align, update and enhance Long-term low greenhouse gas emission development strategies (LT-LEDS) and Nationally Determined Contributions (NDCs). 3. Leading the further elaboration and advising on the unrolling of the “LT-LEDS Communication Plan” focusing both on awareness-raising and outreach, as well as the communications package including press and social media ahead of the submission of Morocco’s LT-LEDS to the UNFCCC. 4. Support the MTEDD by providing speeches and talking points ahead of and during their participation at any high-level event and/or conference during the year 2024. 5. Preparation of talking points for the DDD/MTEDD team on negotiations during June Bonn sessions and for COP29 around topics such as Article 6, responding to GST1 calls, NDC features (which will resume in 2024 at CMA6 during COP29), just transition and loss & damage. 6. Collating daily announced deliverables of COP29 (new programs, new announced funding, key decisions etc.), this will be an exhaustive list for the use of the ministry post-COP29 allowing them to have the visibility on new opportunities of collaboration and technical/financial support. 7. Planning, coordinating, and monitoring the implementation of activities in response to country’s requests sent through the NDC partnership and for which UNEP was selected and accessed Partnership Action Fund (PAF) funding. 8. Providing input and contributing to the development of concept notes, briefings and/or project concept ideas as needed. 9. Planning jointly with UNEP, and strategic partners (UNFCCC, the NDC Partnership, UNDP, GIZ), the organization of Regional Exchange / Peer Learning events, in Middle East and Africa region, and contributing to two other regional events if needed, to support the development of new NDCs due early 2025. 10. Time permitting, any other climate change related assignment(s) at national, regional, or global level, upon UNEP’s request.
Qualifications/special skills
– University degree (Bachelor´s Degree) in environmental sciences, natural sciences, public policy economics, public administration, economics or engineering is required. – At least 4 years of general professional experience in climate change/environmental affairs, public policy consulting, environmental regulations, and/or energy efficiency is required – Experience working on institutional assessment and capacity building in relation to climate change mitigation, adaptation, or climate finance, and/or management of environmental issues with private sector stakeholders is required. – Experience with development and/or implementation processes of public policies regarding compliance with the NDCs in Colombia is required SKILLS: PROFESSIONALISM: ● Has a solid commitment to the national and global goals of climate change, per the Paris Agreement. ● Knowledge and understanding of theories, concepts and approaches relevant to climate change mitigation and adaptation planning. ● Ability to identify, analyze and participate in resolving issues/problems.
