Introduction
In recent years, the Republic of Senegal has adopted a national vision of development and the fight against poverty in which social protection is a priority. It is, in fact, included as a priority area of the Emerging Senegal Plan (PSE) through axis 2 entitled “Human Capital, Social Protection and Sustainable Development”
- In this context and in order to improve access to social protection for workers in the informal economy, the Government, under the leadership of the Ministry of Labor, Social Dialogue and Relations with Institutions, has initiated a process for the establishment of a simplified social security system for workers in the informal economy called ” the Simplified System for Small Taxpayers (RSPC)”. The establishment of this system is part of the flagship reform of the PSE “Access to social protection for the informal economy”.
- The institutional architecture of the RSPC provides for the establishment of social mutuals and links with existing national mechanisms, in particular the Universal Health Coverage Agency, the Social Security Fund and the Social Welfare Institution, for the organization and management of the scheme. A pilot phase of the RSPC began in 2021, with the establishment of a National Social Mutual of Artisans of Senegal (MSNAS) which implements the health insurance branch in synergy with the CMU.
- The RSPC must be gradually extended to other sectors of activity in the informal economy and the agricultural sector has been identified by the Steering Committee of the reform.
- It is in this context that the ILO, with the financial support of the Delegation of the European Union, is implementing in the Republic of Senegal the project ” Extending social protection to workers in the informal agricultural economy “.
The project’s areas of intervention include :
- Carrying out diagnostic studies and designing the institutional and legal model for the social protection of rural stakeholders;
- The establishment of the institutional and legal framework for the social protection of rural stakeholders;
- The operationalization of social protection for rural stakeholders, in particular through the establishment of a mutual social insurance scheme.
- The project, lasting three (03) years, started in March 2024, and is implemented by the ILO office in Dakar.
The ILO is seeking to recruit a National Project Coordinator to ensure the implementation of the project in Senegal.
- The ILO is the United Nations agency dedicated to improving access for men and women to decent and productive work in conditions of freedom, equity, security and dignity. Its main tasks are to promote rights at work, encourage the creation of decent jobs, develop social protection and strengthen dialogue in the search for solutions to the problems of the world of work.
Supervision
- The position is based in Dakar, Republic of Senegal. Reporting to the Director of the ILO Office in Dakar, the National Project Coordinator will be responsible for the management and daily monitoring of project activities, in close coordination with the Social Protection Specialist of the Decent Work Technical Support Team based in Dakar and the Social Protection Department in Geneva (SOCPRO).
Essential Functions and Responsibilities
The National Project Coordinator will be responsible for:
- Ensure the coordination and effective implementation of the project through planning of activities, technical monitoring, efficient and diligent execution of tasks, in accordance with the values, rules and procedures of the ILO and the project strategy.
- Ensure effective and efficient programming and administrative and financial management of the project and its budget.
- Develop concept notes and terms of reference for consultants and subcontractors; recruit consultants and service providers; supervise the implementation of contracts according to ILO standards and in alignment with project results; comment, review, edit and publish consultants’ technical reports.
- Prepare periodic technical and administrative reports, progress reports, including final reports, and support evaluation. Comment, review, edit and publish consultants’ technical reports.
- Plan, organize and participate in technical missions, conferences, seminars, workshops, training sessions and meetings relevant to project activities.
- Maintain close relationships with national project partners; identify needs and organize training and awareness-raising activities to strengthen the capacities of ILO constituents in social protection.
- Coordinate the implementation of activities with relevant ILO departments, the donor and executing agencies, ILO constituents and other organizations; prepare information notes, periodic reports and statistical data on the status of activities.
- Ensure the visibility of the project and its donor; design and organize communication activities relating to the project and the ILO intervention in the field of social protection at the national, regional and global levels, including the creation and updating of information on the internet, ILO and donor social networks, newsletters, etc.
- Plan, organize and participate in project technical missions, meetings, workshops and seminars as well as activities relevant to the project; draft speeches and address meetings on behalf of the ILO; report on discussions.
- Identify, design, organize and participate in activities that meet the capacity building and training needs of ILO constituents and other partners in areas related to social protection.
- Participate and represent the ILO in the Thematic Group of Technical and Financial Partners for Social Protection, and coordinate the activities of the project and the ILO in the field of social protection within the framework of the interventions of the United Nations System.
- Identify project opportunities, participate in the development of strategies, write project proposals, contact potential technical and financial partners for the mobilization of resources for these projects.
- Keep informed and inform the Office, in particular the Social Protection Specialist, of discussions and events related to social protection and decent work in general in Senegal; contribute to the implementation of the Decent Work Country Programme in Senegal.
- Perform other tasks assigned by the supervisor.
Required qualifications
Training
- First level university degree (Bachelor’s degree or equivalent) in the field of economics and/or social sciences.
Experience
- At least three years of experience in the field of economic and/or social policies, social protection and/or poverty reduction policies.
LANGUAGES
- Excellent command of the French language, both spoken and written. A good knowledge of the English language would be an asset.
