Background:
NOTE: Please note that this position is funded under an Extra-Budgetary (ExB) Project which runs until 31 May 2026.
The post is located in the OSCE Mission to BiH’s Department for Security Co-operation (DSC). It is an extra-budgetary (ExB) post within the Project: Enhancing Intelligence-led Policing to Combat Serious Security Threats and Crimes (ILP Project). In addition to this post, the Project also comprises other ExB posts: 2 International ILP Advisors, 1 National Legal Officer, 1 Project Assistant, 1 Project Assistant/Interpreter, 1 Administrative Assistant and 1 National Project Officer (NP2) who serves as the project manager.
The main purpose of the post is to support the management and execution of the Mission’s ExB project “Enhancing Intelligence-led Policing to Combat Serious Security Threats and Crimes”.
Tasks and Responsibilities:
Under the direct supervision of the National Project Officer (NP2) and the overall supervision of the Programme Co-ordinator (S3), the successful candidate will be tasked with the following duties:
1. Directly supporting effective and efficient management and implementation of the Project in all its phases, including by co-ordinating, designing and executing project activities, supporting the effective management of human and financial resources, and preparing narrative and financial reports as well as reporting inputs;
2. Conducting monitoring and evaluation against the Project’s operational plan, and supporting risk management, including by advising on appropriate responses to emerging risks;
3. Designing and supporting implementation of project-related assessments and analysis, including by conducting research and producing briefs for management;
4. Supporting the effective functioning of the Project team, including by co-ordinating the work of external consultants;
5. Liaising with external counterparts and partners (e.g., law enforcement agencies, international organizations, international and national experts), and also timely co-ordinating internally with other projects and programmes/departments;
6. Supporting fundraising/resource mobilization, including by maintaining professional and trust-based relationships with donors, and also supporting work to ensure due visibility of project aims, efforts and key achievements/results.

Necessary Qualifications:
- First-level university degree in security and/or defence studies, law, business/public administration, or a related field;
- A minimum of two (2) years of relevant professional experience, including in project management;
- Exceptional knowledge of intelligence-led policing (ILP) models and requirements;
- Experience managing or supporting the management of donor-funded projects in the security sector and/or law enforcement and/or the criminal justice sector;
- Understanding of the political and security context in BiH, as well as effective approaches to achieving aims in such circumstances;
- Experience in drafting narrative and financial reports that effectively capture and convey substance;
- Ability to conduct effective and efficient research and to collect, organize and analyse information and data from the full range of sources and resources;
- Demonstrated understanding of the OSCE mandate and commitments;
- Demonstrated gender awareness and sensitivity, and a proven ability to integrate a gender perspective into programming and activities;
- Professional fluency in English and the B/C/S languages with excellent communication (both oral and written) skills;
- Computer literate with practical experience using Microsoft applications;
- Possession of a valid driver’s license and willingness to drive.
Desirable:
- Training (i.e., certificate/diplomas) in project management.
- Prior experience working in law enforcement, government institutions and/or international organizations.
Remuneration Package:
Monthly remuneration, subject to social security deductions is 3,379.75 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
At the discretion of the appointing a higher step may be approved up to a maximum of step 3 subject to specific conditions.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
