The United Nations Office on Drugs and Crime is the lead UN agency in the fight against illicit drugs, crime, corruption and terrorism in virtue of the UN Conventions and Universal Instruments in this regard.

The UNODC Programme Office for Ukraine (UNODC POU) is located in Kyiv, Ukraine.
UNODC is a member of the UN Country Team and builds on its ongoing presence in Ukraine to support the Government of Ukraine’s response to the economic and social impact of the war in Ukraine.
This position is located in the Programme Office in Ukraine, United Nations Office on Drugs and Crime (UNODC).
The incumbent will be under the direct supervision of the Head, UNODC Programme Office in Kyiv and the Associate Programme Officer, Organized Crime and Illicit Trafficking Branch (OCB), Conference Support Section (CSS) based in Kyiv.
The incumbent will be responsible for providing substantive and administrative contributions in the area of programme management and implementation, reporting, monitoring and evaluation in conformity with United Nations rules and regulations and policies for the implementation and activities for the Global Programme on Implementing the Organized Crime Convention (GLOTOC).
Specifically, the incumbent will work on a project to a) support the implementation, monitoring and evaluation of the existing National Strategy against Organized Crime and Action Plan; and b) support the formulation of a new comprehensive, evidence-based national strategy against organized crime.
Within assigned authority, the Project Associate will be responsible for the following duties:
– Act as a resource person for the GLOTOC in Ukraine;
– Coordinate work with the national counterparts from the public sector, private sector and academic institution to facilitate the development, implementation and evaluation of assigned programmes/projects, etc.
– Assist in support of planning and implementation of activities/financial, procurement and administrative processes within the Strategies Project, and related activities;
– Monitor and analyze specific aspects of programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and recommend corrective actions; liaise with relevant parties; identify and track follow-up actions for GLOTOC;
– Carry out basic research and analysis and present information gathered from diverse sources in order to keep abreast and maintain a knowledge based on emerging issues related to organized crime.
– Coordinate various assignments, in collaboration with the national counterparts, by planning and facilitating workshops, trainings, peer-to-peer exchanges or other interactive sessions and assisting in developing the action plan that the national counterparts will use to manage the change.
– Contribute to the preparation of various written outputs, e.g.
draft background papers, analytical notes, sections of reports and studies, inputs to publications.
– Provide administrative and substantive support to consultative and other meetings and conferences, including proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
– Coordinate outreach activities; participate in the development of training workshops, seminars; participate in and make presentations on assigned topics/activities.
– Participate in field missions, including provision of substantive and administrative support, organizing of meetings with counterparts and data collection.
– Support and participate in the recruitment for the project; draft Terms of Reference, prepare short-lists, prepare written and oral questions; assist in guiding project personnel towards the achievement of the project’s objectives.
– Coordinate action with international partners, donors and other relevant coordinating mechanisms in the country as well as with UN agencies.
– Collaborate closely with relevant Sections and Branches of UNODC, providing information upon request.
– Provide material to the advocacy and communications team to draft media briefings, press releases and inputs for webpage.
– Coordinate activities related to budget funding for the Strategies project (project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
– Ensure that operations, finance management, procurements, logistics, liaison and communication activities assigned to the programme are conducted according to UNODC standards and procedures.
– Pro-actively contribute to day-to-day programme implementation and ensure conformity to expected results and programme work plans;
– Serve as a focal point for administrative coordination, involving extensive liaison with diverse organizational units to initiate requests, process and follow up on administrative actions, e.g.
recruitment and appointment of personnel, including hiring of consultants, travel arrangements, training/study tours, authorization of payments, and procurement of equipment and services;
– Draft a variety of correspondence and other communications for signature/approval related to all aspects of programme implementation;
– Ensure compliance with procedures frameworks, including by learning and applying UN/UNDP’s rules, regulations, policies and strategies, the internal standard operating procedures;
– Assist in the preparation and analysis of programme/programme budget proposals;
– Perform other work-related duties as assigned.
Work implies frequent interaction with the following:
Programme Managers associated with assigned programmes/projects; Staff in coordinating units across the institution (e.g.
Administration/Finance/Budget, Procurement, Documents Control, Conference Services, etc.); Counterparts, officers and technical staff of UNODC units and field offices, representatives and officials of national governments, private sector actors, other relevant UN Secretariat departments and offices, specialized agencies, funds and programmes; International organizations, inter-governmental and non-governmental organizations, experts, as well as consultants.

Provides reliable substantive and administrative coordination of programme/project planning and preparation activities.
Processes work and requisite follow-up accomplished under some supervision seeks advice from and/or reporting to supervisor as needed.
Accurately prepares reports. Consistently applies appropriate policies, guidelines and procedures. Effectively and on time, liaises and interacts with colleagues and concerned parties internally and externally.
Functional Competencies:
Has knowledge of the mandates of UNODC. Has knowledge of and specialization in substantive and functional areas with very good research and analytical skills.

Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases.
