Background:

The work of the OSCE Programme Office in Bishkek (POiB) focuses on a range of security issues, including countering terrorism, border security and transnational threats such as human trafficking, to developing the country’s regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality and building open and resilient societies. 
The post is located in the Security unit within the Office of the Head of Mission (OHoM). The unit is responsible for ensuring the safety and security of the POiB staff, assets and operation via conducting regular security safety exercises/drills, providing security briefings and training, managing the security of the office premises and access control.  

Main Purpose:

The National Security Officer ensures the safety and security of the POiB personnel and its assets, monitors and assesses security risks and situations in the country, implements measures to mitigate those risks, coordinates responses to security challenges, and conducts day-to-day security management.
Working with limited supervision and substantial independence, the National Security Officer advises and assists the Head and Deputy Head of the POiB on all aspects of security management, crisis readiness and preparedness at the respective duty station.

Work Relationships:

The National Security Officer reports directly to the Deputy Head of Mission, while the Head of Programme Office acts as the second-level supervisor. The National Security Officer directly supervises the National Security Officer (NP1) and acts as second-level supervisor for the Senior Security Guard (G3) and Security Guards (G2).
Internal contacts are mainly with the Head of Mission and Deputy Head of Mission to provide updates on security developments, advise on security matters, coordinate emergency response, and implement security policies. Additionally, contacts with the OSCE Security Management team are made to obtain and clarify information related to security protocols and procedures and to obtain endorsement of security documents. External contacts involve close cooperation and liaison with the Host country and other international organizations in the Kyrgyz Republic regarding the effective security of the OSCE staff and assets, ensuring a coordinated approach to security measures and enhancing the safety of mission personnel and property.

Key Functions and Results:

  • Drafts and regularly updates security plans, contingency plans, and security listings of mission staff to ensure readiness for emergencies and potential threats;
  • Enforces movement control and security clearance policies to regulate access and enhance the safety of POiB staff, aligning with security responsibilities;
  • Conducts regular exercises such as fire drills and evacuations to test staff preparedness for emergencies, contributing to the security of POiB personnel and property. Additionally, it ensures that staff are aware of and regularly rehearse building evacuation procedures. Keeps POiB staff informed on security matters, and arranges briefings for new arrivals to ensure awareness and readiness in the face of potential threats;
  • Performs security surveys of residences and office premises to identify vulnerabilities and implements necessary security measures, safeguarding POiB assets and staff;
  • Selects, trains, and supervises security personnel to uphold safety standards and protocols, promoting a secure environment for POiB operations;
  • Collaborates closely with other organizations on security issues to share information and resources, including developing strong relationships with national law enforcement agencies to obtain the best possible protection for mission staff and property. Additionally, reports on all cases in which mission staff have been victims of criminal acts or any security-related incidents and diligently follows up on those cases to ensure appropriate action is taken to address security concerns effectively;
  • Ensures, in close cooperation with IT, the good state of repair of all security and communications equipment and maintains the appropriate level of confidentiality regarding security matters, aligned with the execution of responsibilities concerning the security of the POiB staff and property.

Necessary Qualifications:

  • University degree in law, law enforcement, criminal investigation, or military/police academy training equivalent to a first-level university degree; 
  • A minimum of (4) four years of progressively responsible professional experience, including at least (2) two years at the management level in security-related matters or police operations;
  • Experience in an international or mission environment would be an asset;
  • Digital literacy, proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint) and the Internet. Experience with ERP software is an asset;
  • Excellent spoken and written communication skills in English and local languages (Russian/Kyrgyz);
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Possession of a valid driving license and the ability to drive a car with a manual transmission.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1818.92 Euro/month. Social benefits will include OSCE participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
