Organizational Setting
FAO is a key player pushing for interventions that bridge the continuum between humanitarian support and development interventions in the food and agriculture sector, covering rural and peri-urban areas. Assisting in preventing disaster-related emergencies, providing early warning for food emergencies, and helping in rehabilitation of food production systems are amongst FAO’s predominant roles. The main forms of FAO’s interventions include, but are not limited to, needs assessments, the provision of essential agricultural inputs and technical assistance in planning and management for sustainable recovery and resilience in rural production systems.
Reporting Lines
Under the overall supervision of the FAO Representative in Iraq, the direct supervision of the Deputy FAOR, in collaboration FAO-national technical team (TT) working on the project, and in consultation with relevant technical divisions at FAO headquarters and the RNE Lead Technical Officer
Technical Focus
Animal health
The incumbent will largely support the project Strengthening Iraq Veterinary Legislation and Expanding Delivery of Animal Health Services and Disease Surveillance to update the current regulatory framework governing Animal Health in Iraq to meet the WOAH and other international standards
Tasks and responsibilities
The National Veterinary Expert will:
• Assisting in conducting veterinary assessments (SET/LMT) to identify strengths, weaknesses, and training requirements in the field of animal health within the project targeted governorates.
• Supporting the FAO-national technical experts in the day-to-day implementation of the animal health project in accordance with operational procedures.
• Ensuring appropriate coordination with the project and FAO team on all administrative, communication, and field operations aspects.
• Collaborate with the project team and supervisor to facilitate the recruitment of national and international experts in the field of animal health as required by the project, including the preparation of job descriptions.
• Assist the FAO technical team in the Animal Health Coordination Unit, which includes both FAO and respective Government Counterparts, namely the FAO Technical Team (FAO-TT), Government Technical Team (Government-TT), and ToTs Implementation Working Groups, to evaluate the progress of animal health roadmap implementation, identify obstacles, and reach consensus on follow-up actions and future activities.
• Maintain regular and effective communication with relevant government counterparts and other key partners and stakeholders in the area of animal health.
• Strengthen and closely oversee the project advancement.
• Ensure the preparation of required reports in collaboration with FAO-TT, adhering to the applicable rules and regulations.
• Support the identification and execution of training programs in the area of animal health, surveillance and reporting systems.
• Provide technical assistance to government counterparts on policy and technical matters related to the project, including surveillance, electronic disease reporting and information analysis.
• Work with FAO technical divisions and relevant line ministries to prepare all required profiles and briefs related to the veterinary program for potential funding and donor requests.
• Assist the FAO M&E team in collecting data on activities and achievements/results, offering essential data and topics for discussion as needed, and ensure timely dissemination of relevant information.
• Perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in Veterinary, or closely related subjects;
• At least 10 years of relevant experience in agriculture, veterinary legislation or any related field;
• Working knowledge of Arabic and limited knowledge of English
• National of Iraq
