REQUEST FOR PROPOSAL
CONTRACTOR TITLE: Native Plant Stewardship Program Coordinator TERM: September 1, 2024 (or upon contract signature) – March 15, 2026 REPORTS TO: The WNPS Stewardship Program Manager
TOAL COMPENSATION: $16,130
LOCATION: Work will predominantly be in the City of Spokane; Contractor’s will provide his/her own office (can be a home office).
CLASSIFICATION: Independent Contractor

PROPOSAL SUBMISSION CONTENTS: Please provide a proposal explaining your business qualifications and capacity to complete this work (not to exceed four pages) with a special focus on adult learning, urban restoration, long-term volunteer retention / engagement, event organization and promotion. Please clearly explain your readiness / capacity to do this work with the timeline included in this RFP. Cite three professional references, as identified in ‘Qualifications’.
BACKGROUND: Engage with residents and adjacent landowners in public open space stewardship by launching and implementing a community-based stewardship program that trains, places, and supports stewards into priority restoration sites as jointly identified by City of Spokane and WNPS, not to exceed 5 acres in total, including coordination of community volunteer events at each site. The work at the sites will have specific restoration outcomes, while also serving as a learning laboratory for new stewards to practice and learn restoration at a scale that is realistic to their volunteer commitment.
Restoration and Community Engagement Outcomes:
Work completed at all sites will be completed by a team of 4-5 stewards and be supported by the WNPS Native Plant Steward Coordinator (Coordinator) and will include:

The Consultant shall conduct the following tasks:

B. Curriculum Development and Program Delivery: Update and prepare WNPS Native Plant Stewardship curriculum and handbook and deliver training.
1. Updated WNPS Native Plant Steward Handbook and online reference materials.
2. Curriculum and speaker schedule for 6 classroom sessions and 3 field sessions to provide 30 hours of instruction.
3. Volunteer schedules for steward engagement with Spokane Parks and Recreation restoration activities and events.
4. Completed instructor and course evaluations.

C. Coordinate project team service, including documentation and reporting.
1. Coordinate and track service as liaison with Spokane Parks and Recreation Staff and WNPS Stewards.

3. Quarterly reports of hours of service performed by the stewards.

D. Develop a final report.
1. Final report, including program overview, contributions of program to restoration goals, evaluation of combined and individual team accomplishments, recommendations for future collaboration between WNPS and the City of Spokane.

*All final deliverables must be provided, in final draft form, to the Program Manager for review one week before stated deadline.
WNPS Native Plant Stewardship Coordinator (Spokane) RFP Independent Contractor 7/25/2024
WNPS / City of Spokane Recognition:
At the outset of the training program and at publicity events, the Contractor will display WNPS and City of Spokane informational and promotional materials provided by WNPS and City of Spokane including brochures, banners, stickers, etc. each volunteer event. Official Logos will be provided for promotional material.
The Contractor shall acknowledge WNPS and City of Spokane as a project partner for activities in the Scope of Work on all printed, web-based and electronic document (including social media); audio-visual materials; all signs; or any other materials produced in association with this Agreement.
The Contractor shall provide an Annual Leverage Report by December 15th of each year that details leveraged activities or dollars contributed during 2024, 2025, and 2026 to the WNPS and the City of Spokane outside the scope of this agreement, including any uncompensated costs, such as value of trainer time, donated materials or rooms, indirect costs, volunteer contributions to the planning of the project, etc.
Fee Schedule and Communications with WNPS:
Monthly telephone or face-to-face meetings will be scheduled between the consultant and the Program Manager to plan and coordinate work. These meetings will take place at mutually convenient times.
The following is the fee schedule for implementing the Program. Fees will apply monthly upon completion of the work and verification by the Program Manager. Compensation for this scope of work shall not exceed $16,130. Payments will be made upon completion of deliverables and documentation in an approved report. The fees include all costs including (but not limited to) print materials, transportation, and refreshments.
