1. Post Context

Headquarters JSEC provides a resilient operational-level Joint Headquarters, capable of supporting 24/7 operations to coordinate enablement (at the operational level) and, on order, the execution of reinforcement by forces (RbyFo) and sustainment flow in order to contribute to the Alliance”s ability to project and sustain combat power into, across and from the Area of Responsibility (AOR), and, if required, into a Joint Operations Area (JOA).

The Support Directorate (SPT) is responsible for providing cross-functional expertise in Supply and Services, HNS Military Engineering (MILENG), Medical Support, Maintenance, CIS, Human Resources (HR) matters and Logistics Information Management.

The Joint Medical Division (JMED) is responsible for operational-level medical enablement through medical planning and coordination.

The Medical Planning and Interaction Branch is responsible for all medical support planning functions.

The incumbent provides Subject Matter Expertise (SME) to all medical related matters to ensure medical support in the area of responsibility. As Staff Officer Force Health Protection (SO FHP) the incumbent is responsible for all medical efforts to promote or conserve physical and mental well-being, reduce or eliminate the incidence and impact of diseases, injury and death and enhance operational readiness and combat effectiveness of the forces.

2. Principal Duties

As Staff Officer (FHP) the incumbent:

– leads the processes in the special field of expertise (FHP).

– plans, coordinates, monitors and advises in the areas of preventive medicine, public health, environmental and occupational health within the entire mission spectrum.

– ensures access to Medical Force Protection concerned databases out of military and civilian sources.

– provides Subject Matter Expertise on development and promulgation of force health protection and analysing medical reports, military and open sources medical information.

– provides SME for building the Recognized Medical Picture (RMedP).

– establishes contacts and cooperation in terms of Hygiene/FHP with

(1) National/multinational medical staffs

(2) Other higher and adjacent HQs

(3) National medical units

(4) CIMIC organisations

(5) GOs/IOs/NGOs

– collects and analyses EPINATO / EPIASSES reports and processes these data.

– participates in the development and evaluation of SOIs, SOPs, working instructions.

– contributes to all medical matters related to preparing, conducting, controlling and evaluating the current operations within the entire mission spectrum.

3. Special Requirements

a. The incumbent may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

b. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY (temporary duty) assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

4. Essential Qualifications

a. Professional Experience

This role requires proven experience in Medical Preventive Medicine.

Activities and measures implemented before, during and after deployments to protect health of forces against any adverse issues.

b. Education/Training

University Degree in medical discipline, Epidemiology, Public Health or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

c. Language

a) English – SLP 3333 – (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

5. Desirable Qualifications

Education/Training

Any further training certificates and courses related to subject field or acquired through NATO (e.g.: NATO Medical Intelligence Course, NATO Orientation Course);

6. Attributes/Competencies

a. Personal Attributes

To fulfill his/her duties the incumbent must possess the cognitive ability to assess complex processes and to propose actionable recommendations in a multinational team environment. Good inter personal and communication skills and a creative approach to bridge complex challenges with regard to force health protection are crucial. This requires also clarity of thought, sound consistent judgement and the ability to deal with projects with confidentiality. The ability to be creative and flexible is also important as is the willingness to enhance his/her own personal skills.

Additional requirements to this post are a good health constitution, occasional work outside normal office hours, and occasional travel as part of the appointment.

b. Professional Contacts

The incumbent will have regular professional contacts at the high managerial level with representatives of NATO and non-NATO nations, organisations, agencies and Bodies, including IOs, NGOs, and GOs, representing the own HQs aims and priorities.

c. Contribution to Objectives

The incumbent will be involved in major tasks that directly affects plans, management, policy and concept development. As SME for force health protection, she/he contributes to the development medical support in SACEURS AOR on operational level. This will have an impact on operational and strategic level medical development.

7. Contract

a. Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

b. In accordance with current policy, newly recruited staff will be offered a three-year contract which may be extended, subject to a satisfactory recommendation, to an indefinite duration contract.

c. Salary/Benefits: The salary is tax free including (where eligible) expatriation, family and children”s allowances and additional privileges for expatriate staff; Education allowance for children (where appropriate) and an excellent private health insurance scheme; Generous annual leave and home leave (if eligible); Retirement Pension Plan.
