Indian River County is located on the Florida east coast, referred to as the “Treasure Coast,” approximately 135 miles north of Miami, 190 miles south of Jacksonville, and 135 miles east of St. Petersburg. Indian River County is accessible by Interstate-95 and Florida State Route 60. Commercial air service is available at nearby Vero Beach Regional Airport, as well as Melbourne, Palm Beach and Orlando International Airports. This position will be responsible for developing the newly formed Department of Natural Resources’ structure, goals and objectives, budget, and general operations for the County’s Stormwater, Coastal Engineering, Indian River Lagoon Management, Environmental Permitting, and Soil & Water Conservation programs. Several of the functions in the Natural Resources Department incorporate various historical operations in the Public Works and Planning & Development Services Departments. Reporting to the Assistant County Administrator for Infrastructure and Development Services, the Natural Resources Director is a highly responsible senior-level position responsible for leading, planning, and directing the operations and activities of key Divisions overseeing coastal, stormwater, environmental permitting, and lagoon programs, and staff supporting the Indian River Soil & Water Conservation District. 

Indian River County is seeking a dynamic servant leader, with demonstrated knowledge and experience in environmental regulation and permitting including the Clean Water Act, Endangered Species Act, NPDES, and NEPA. The ideal candidate will also have a proven track record of promoting innovative best management practices in environmental planning and natural resource management programs. 

The Natural Resources Director position requires graduation from an accredited college or university with a Bachelor’s Degree, (Master’s Degree preferred) in Environmental Management, Environmental Sciences, Natural Resources Management, Environmental Studies, Urban and Regional Planning/Public Administration (with emphasis on natural resource management and/or resiliency), or a closely related field of study. A background encompassing eight (8) years of steadily advancing involvement in natural resources management, with at least four (4) years dedicated to managerial and administrative responsibilities. An equivalent combination of education and experience may be considered. Professional Engineer (emphasis in Environmental Engineering or Natural Resource Management) preferred but not required. Credentialed as an NAEP/ABCEP Certified Environmental Professional (CEP), AICP Certified Environmental Planner, or other environmental certifications are highly desired. NIMS training/certification considered a plus.
