The Environment, Natural Resources and Blue Economy Global Practice (ENB GP) is located within the World Bank’s Sustainable Development Practice Group. We provide expertise, technical assistance and financing to help low- and middle-income countries manage land, sea and freshwater natural resources in a sustainable way to help create jobs, improve livelihoods, enhance ecosystem services, decrease pollution and increase resilience to climate change! Over 360 ENB staff working across the globe help set developing countries on a clean, green growth trajectory for resilient economies and healthy communities.
ENB has five key business lines consisting of lending and non-lending services in (1) Forests, Landscapes and Biodiversity; (2) Blue Economy; (3) Pollution Management, Environmental Health and Circular Economy; (4) Environmental Economics, Policies and Institutions; and (5) Environmental Risk Management. 
ENB has three broad and distinct functions:
  • Provide clients with lending and non-lending services aimed to support the GP’s key business lines
  • Support effective environmental risk management and sustainability by managing risk at the project level and creating opportunities to advance sustainable development, in part through the implementation of the World Bank’s environmental risk management policies; and 
  • Work closely with other sectors to mainstream environmental considerations into their policies, strategies, and operations.
The Indonesia program comprises 43 active projects with a total commitment of $ 8.7 Billion! This includes projects covering agriculture and rural development, energy and infrastructure, social development, social protection, disaster risk reduction, and climate change adaptation, as well as a significant ENB lending and policy advisory program focused on fisheries, forestry, natural resource management and pollution management, with eight projects with a total lending value of $729 million. The Jakarta ENB team supports activities in Timor Leste, including environmental risk management functions and one analytical activity on blue economy. 
Our country office has approximately 150 staff, including about 13 experienced ENB staff and a team of consultants, providing a vibrant, collegial working environment. 
The Natural Resources Management Specialist will report to the Practice Manager, Environment, Natural Resources and Blue Economy for East Asia/SEAE1 based in Singapore, with direct supervision provided by the Jakarta-based Lead Environment Specialist/Country ENB Coordinator. Working in close collaboration with the Lead Environmental Specialist and other colleagues from ENB and other units, the Natural Resources Management Specialist’s responsibilities will be to lead and/or contribute to ENB operational and analytical work in Indonesia related to forestry, land use, biodiversity, ecosystem restoration and natural resources management issues. They will work according to an annual work plan, adjusted periodically as necessary.
Roles and Responsibilities:
  • Lead and support strategic dialogue and business development in Indonesia and Timor Leste, related to sustainable forested landscapes, biodiversity, ecosystem restoration, REDD+ and climate change. 
  • Lead or contribute to analytical studies and policy dialogue on related issues with key government representatives, development partner and key private sector counterparts, 
  • Lead or contribute to project design and implementation, including concept notes, project documents, implementation reporting, and related materials. 
  • Lead or contribute to briefs, presentations, talking points and reports on key ENB issues.
  • Lead or contribute to knowledge creation and sharing, highlighting issues of relevance in Indonesia to external audiences, or from global experience to Indonesian audiences.
  • Represent ENB at workshops and events.
  • Mentor junior staff.
Selection Criteria:
  • Advanced degree (PhD or Masters) in environment or natural resource economics/management, environmental science, engineering or other related field with at least 5 years of full-time professional experience in outlined areas.
  • Track record of leading preparation and implementation support of natural resource-related projects and/or policy relevant analytical work demonstrated that has been applied, directly or indirectly, to policymaking.
  • Acknowledged technical and thought leadership on forest landscapes, biodiversity, REDD+, ecosystem restoration, and/or climate change.
  • Demonstrated strategic engagement experience with multidisciplinary teams, and senior-level government, private sector, NGOs, international organizations, and/or development partners.
  • Demonstrated ability to lead high-quality analytical tasks that include environment-related data and information, linking those analyses to country development priorities and economic impacts.
  • Strong client orientation, ability to work effectively and collaboratively with multiple disciplines and operational staff.
  • Demonstrated skills in team leadership and teamwork, including coaching, mentoring and motivating staff; and resolving conflicts.
  • Excellent oral and written communication skills in English.
  • Willingness to travel extensively in East Asia is necessary, including to remote rural areas.
  • The following would be an advantage but not required: 
  • Experience working with the World Bank or other Multilateral Development Banks
