The Natural Resources Officer (NRO) (Natural Resources and Environmental [NRE] Economist) supports economic growth and assistance programs in AFR by undertaking analysis; developing professional economic relationships with other organizations; developing strategies, analytical models, and methodologies; analyzing data; and providing assistance and advice on economic growth, natural resources, and environment issues.
Responsibilities
The position will provide technical leadership and direction to Economic Growth, Environment and Agriculture Division’s (AFR/SD/EGEA’s) multisectoral teams. This will include setting strategic directions and ensuring oversight of economic growth programs in the AFR region. The position reports to the Division Chief of AFR/SD/EGEA, but will interact independently with higher levels of the Bureau and the Agency. This is a non-supervisory position.
The NRO serves a dual role. First, as Chief Economist for AFR, they maintain up-to-date knowledge on the most important economic trends and policy issues in Africa; maintain collaborative relationships with senior economic officials in USAID, international financial institutions (World Bank, IMF, African Development Bank), think tanks, and other donors; and serve as AFR’s focal point and mentor for newly-hired USAID field Mission economists. Second, the NRE Economist provides guidance to USAID’s economic growth programs regarding best practices on agricultural, natural resource, and environment policies; technological innovations; and the environmental and economic consequences of development assistance. Additionally, as a key staff member in AFR/SD/EGEA, the NRE Economist participates in a wide range of Bureau, Office, and Division activity reviews, initiatives, and analyses, as well as managing activities that may support either of the NRE Economist’s two overall roles.
