The Advisory and Assistance Services (A&AS) General Analyst for the DTRA Cooperative Threat Reduction (CTR) Biological Threat Reduction Program (BTRP) New Country Assessments (NCA) Team is responsible for identifying and analyzing the regulatory, public and animal health frameworks of countries in assessment. General Analyst works closely with the NCA Team Lead and facilitates coordination and collaboration within the NCA Team.
This position is directly responsible for conducting assessment of assigned countries in cooperation with other subject matter experts on the team, development and performance of quality control of deliverables. The successful applicant will be able to identify and analyze legal, regulatory and other pertinent documents, complete thorough open-source research, save reference documents and manage reference compilation, prepare and conduct interviews with external experts, develop and deliver PowerPoint briefings. The ideal candidate will have a diverse skillset, with expertise in areas including project management; public health policy and regulation; quality assurance; knowledge management; program evaluation and metrics.
The new country assessments is a multiple-phase process involving open-source research, phone calls and meetings with U.S. government and international organizations partners to validate information. These assessments gather information on the entirety of the capabilities of both human and animal health systems in countries where BTRP is not currently engaged. General Analyst is primarily an analytical role for identifying critical information and developing a full concept of the regulatory frameworks of public health in assessed countries.
DUTIES
- Collaborates closely (daily) with the NCA team subject matter experts (SMEs) to facilitate coordination during research, data analysis and deliverable compilation; teamwork is a key expectation for this role.
- Sets up Teams coordination sites for each country assessment, manages permissions, manages folder structure, saves all reference documents (or coordinates proper reference document management with the SMEs) for SME’s uninterrupted access.
- Develops assigned sections of NCA briefs and assists others with development of relevant sections of deliverables for BTRP new country engagement teams’ consumption.
- Proofreads and edits final versions of NCA briefings, ensures proper, consistent formatting; coordinates with the NCA Team Lead to achieve clarify, consistent messaging and ‘one-voicing’ of briefings.
- Proactively works with the NCA Team Lead and other members of the A&AS team, as necessary, to ensure client satisfaction, schedule compliance and process improvement.
- Participates in post-assessment activities, as assigned by the NCA Team Lead.
- Performs other duties, as assigned.
Qualifications
Required Qualifications
- Bachelor’s Degree.
- 3+ years’ experience in policy analysis, law, international relations or similar fields.
- Excellent communication skills
- Secret level clearance (minimum) or Ability to obtain Secret clearance
- Demonstrated proficiency with Microsoft Office.
- Ability to develop white papers and presentations for briefings.
- Ability to work collaboratively and independently.
- Strong attention to detail, critical thinking, and problem-solving skills.
- Understanding of quality management principles.
Desired Qualifications
- Advanced Degree in public health areas or a BS or advanced degree in law, political science, international relations or sciences (epidemiology, veterinary medicine, IT, clinical medicine, and laboratory science or biology).
- Knowledge of international health policies; familiarity with foreign countries’ public and animal health management systems.
- Experience with public/animal health and/or biothreats/biodefense.
